Position Summary

Under general direction of the Manager of Water Quality, the Water Quality Engineer/Scientist plans, schedules, reviews, coordinates, and supervises the design of water treatment systems, plans and executes water treatment plant optimization studies, completes a variety of complex water quality compliance activities and performs these activities with all applicable environmental regulations. This position provides help to ensure the San Jose Water meets all federal and state laws, rules and regulations related to the water quality program, which includes sampling and monitoring of the distribution systems to meet compliance requirements of the Safe Drinking Water Act (SDWA) as implemented by the State of California, and the goals and objectives set by SJW.

Specific Responsibilities

  • Acts as a technical expert in the area of water quality and water treatment.
  • Implements programs to ensure environmental compliance is met and maintained while performing water quality activities, including drafting plans and reports for the performance of those activities.
  • Assists in coordinating water quality group's activities with other departments and outside organizations.
  • Assists with the development of new programs for monitoring regulated water contaminants, interpreting, changing and adapting programs as needed.
  • Works with the WQ Manager to develop and monitor corrective actions for non-conformance.
  • Solves field problems when necessary.
  • Proactively provides regulatory guidance, and direction for water treatment and water quality compliance.
  • Assists with regulatory sample planning, reporting, and auditing.
  • Coordinates public reporting requirements [i.e., the Customer Confident Report (CCR)] with appropriate staff, regulatory bodies, vendors, and other laboratories ensuring all established deadlines are met.
  • Observes field project sites and coordinates construction of proposed projects with the Construction and Operations Departments.
  • Responds to customer concerns about water quality and resolves issues and questions to their satisfaction.

  • Ability to provide technical guidance and expertise on water quality issues
  • Ability to supervise, direct, and coordinate the work of assigned staff personnel and consultants
  • Compile, interpret and evaluate numerical data

  • Ability to prepare clear and concise reports
  • Communicate clearly and concisely both orally and in writing
  • Establish and maintain effective relationships with those contacted in the course of work.

Required Education and Experience

  • BS degree in Chemistry, Biology, Environmental Science, Engineering or a related field is required
  • Master's degree is preferred
  • Four years progressively responsible work and experience related to water systems and facilities is required.
  • California State Registration as a Professional Civil, Mechanical or Electrical Engineer is preferred.
  • Possession of grade D2 and T2 or higher Distribution System/Water Treatment Plant Operator's licenses issued by California Division of Drinking Water must be obtained within two years of the date of hire. D2 and T2 valid licenses shall be maintained while holding this position.
