Position Purpose:

The incumbent will be responsible for the operational management and water quality for the Lambertville operation including one (1) surface water treatment plant and distribution system. The superintendent will serve as liaison with all state, government and municipal officials.

Primary Duties/Responsibilities:

  • Establish and maintain a working relationship with local officials including Mayor and business administrator.
  • Timely coordinate planned outages and emergencies to all stakeholders.
  • Serve as Emergency coordinator as needed providing regular updates.
  • Optimizes day-to-day plant operations including operability and plant process control (SCADA).
  • Manage water production operations, storage and treatment systems including booster pumps, storage tanks, emergency interconnections stations and related facilities, chemical application equipment, water main chlorination and de-chlorination.
  • Directing workforce to accomplish daily operations and maintenance of treatment / production and distribution facilities (hydrant flushing, valve exercise, preventive maintenance …).
  • Establishing the proper chemical dosing and inventory at all facilities (treatment plants, production wells, etc.) supervising personnel in the collection of samples and deciding upon corrective measures.
  • Respond to and investigate complaints regarding water quality and system pressure.
  • Perform field inspections to ensure water quality conformance to SDWA requirements.
  • Recommend solutions to operational and technical problems.
  • Adhere to all regulatory requirements (sampling, water quality monitoring and reporting, operator certification, audits, inspections, contracts, meter readings, billing, and collections …).
  • Adhere to all corporate requirements (compliance, safety, HR …).
  • Develop/implement and provide technical and safety training to all personnel.
  • Provide assistance to direct reports in solving work-related problems.
  • Develop and work with direct reports in all areas such as employee relations, problem solving, setting, and achieving goals, operational processes, scheduling, disciplinary action, terminations, equipment problems, safety training, etc.
  • Develop/update and implement standard operating procedures and best practices and supervise employees to ensure compliance.
  • Develop and monitor department's budget to meet BU and company goals.
  • Provide assistance in developing and conducting department safety and training programs.
  • Conduct safety monitoring of operators at work site.
  • Prepare reports as required by VEOLIA and all regulatory agencies.
  • Investigate site for planned projects to determine necessary safety precautions, special tools, and equipment, in addition to other special project requirements.
  • Participate in developing and implementing the department's operational scheduling and standard operating procedures.
  • Participate and provide input to the engineering department in the development of the Capital projects and assist in their progress.
  • Develop and Monitor KPIs.
  • Provide control report and progress graph charts for regular analysis and corrective actions.
  • Utilize reports for QA/QC.
  • Develop and maintain historical records for system performance projection.
  • Must be able to respond to emergency calls and work extended hours as needed.

Qualifications

Education/Experience/Background:

  • High School Diploma/GED required.
  • 5 Years minimum of experience in construction, maintenance and repair of water systems; a minimum of three years of supervision experience is required.

Knowledge/Skills/Abilities:

  • Ability to assist in employee selection, training, supervision and evaluation.
  • Demonstrated ability to communicate effectively both orally and in writing.
  • Ability to handle multiple deadlines and multiple projects.
  • Ability to inspect work in progress and upon completion.
  • Ability to read and interpret water gauges, meters and control panels.
  • Ability to monitor water pressure levels and review records related to water levels and flow rates.
  • Ability to detect, analyze and resolve water quality and water production issues.
  • Ability to operate water treatment equipment.
  • Ability to estimate material, equipment, and labor costs.
  • Ability to write reports and correspondence.
  • Ability to use a personal computer and applicable software.
  • Ability to learn to operate specialized computer systems and equipment relative to water monitoring and control (SCADA).
  • Must be able to respond to emergency calls as needed and work extended hours.

Required Certification/Licenses/Training:

  • NJ DEP Water T-4, W-3.
  • A valid driver's license required.
