Senior Technical Program Manager Job Summary:

The Senior Program Manager has primary responsibility for the design, integration and management of implementation projects for resilient information technology systems related to transit projects including electrical power distribution, outside/inside plant communications, LAN/WAN network infrastructures, telephone services, and data center critical systems. The Senior Program Manager is responsible for planning, organizing, managing, and controlling complex projects across IT. The Senior Program Manager will partner with sponsors, stakeholders, and the project team to ensure efficient project delivery. Responsible to run project(s) on a day-to-day basis.

Responsibilities:

• Design of IT and electrical systems infrastructure for bus and train facilities including communication rooms layout, conduits, copper, and cable infrastructure layout for outside and inside plant.

• Design of passenger communication system including passenger information displays, public address system.

• Design of CCTV security systems and ticket vending machines infrastructures.

• Design of switched ethernet and wireless network.

• Technical reviews of multidisciplinary and highly technical transportation projects designed by in-house Engineering Team and outside Consulting Firms, ranging from Electrical, HVAC, Communication, Network Design and Carrier Services.

• Construction management and job inspections at construction site to ensure systems are installed in accordance with drawings and specifications.

• Utilize AutoCAD and CSI format specifications to prepare IT construction documents.

• Manage the LAN/WAN infrastructure implementation and serve as the subject matter expert for systems integration.

• Operational support for existing systems.

• Delegate work and assignments to project team members based on expertise, work experience, and time constraint.

• Lead project team to capture business requirements, create project schedule(s) and achieve on-time/on-budget delivery.

• Manage project delivery based on staffing (resource) and financial constraints.

• Host project meetings and provide status updates to project stakeholders.

• Act as a primary liaison between sponsor, stakeholders, team members, and vendors.

• Manage risks and issues to ensure minimal impact to delivery.

• Collaborate with business partners to ensure appropriate training.

Requirements:

• Minimum (8) years leading large, complex projects.

• Experienced with plan review and construction permit processes at NJDCA

• Proven ability to provide full-service solutions covering planning, design and specifications development, project management, implementation, and operational support.

• Experience with preparing network diagrams, schedules, shop drawings and RFI reviews

• Strong working knowledge of Microsoft Office (i.e. Excel, PowerPoint and Word) and MS Visio.

• Experience with AutoCAD and CSI format specification writing.

• Proven ability to prioritize tasks and delegate when appropriate to meet deadlines.

• Demonstrated experience forming, organizing, and leading project teams from initiation to implementation.

• Experience with Planview or other PPM Tools (Clarity, HP PPM, etc....).

• History of effective communication with business leaders, project stakeholders and team members.

• Proven risk management and issue resolution skills.

Education and Experience:

• Bachelor or Master of Science Degrees in Electrical Engineering

• RCDD Certification

• PMP and/or comparable project management certifications highly preferred.
