Senior Manager National Network Operations Center - ENG001557

Sets the vision & goals of the Network Operations (Surveillance) Center, a mission-critical facility with direct impact on the customer's experience, regulatory compliance, and company financials. Directs the NNOC Managers and Manager of Network Problem & (Change) Management through goals, objectives, and initiatives (aligned with company Strategic Objectives and the values and behaviors of the Dynamic Organization). Is accountable for the operations and maintenance of the national UScellular wireless voice and data network 24x7x365. Through the ownership of incident, problem, return merchandise authorization (RMA), change and fault management policies and tools!

  • Set the vision and strategy for the National Network Operations Center (NNOC) Surveillance lining up goals with UScellular Strategic Objectives. Counsel Senior Leadership up to C-level executives. This is through presentations and proposals related to national network reliability, installation, and monitoring included but not necessarily limited to RMA, incident, problem, fault, and (change) management.
  • Direct and review key performance indicators to drive quality and process improvements to UScellular's network including but not limited to Mean-Time-To-Restore and other Key Performance Indicator measurements that directly affect the customer experience encompassing multi-functional teams in Network Operations and Engineering functions for the entire UScellular® Enterprise.
  • Maintain capital and operational budgets for the NNOC to include forecasting and compliance for approximately $4.5 million annually as well as supporting the NNO budgeting process for capital & operational expenditures. Review contractual agreements with external partners and vendors for cost savings and uphold contractual agreements recouping funds where identified.
  • Identify and effect purchase of new tools and systems to enhance proactive monitoring of the UScellular® national network up to $50,000 within budget constraints. Set the direction for network enhancements or improvements through industry and technological trends optimizing for best/top practices related to the needs of U.S. Cellular®'s customer base and Strategic Objectives.
  • Perform as third level escalation point for emergency disruptions to the UScellular® Operational Network!

Bachelors Degree in Engineering, Computer Science or equivalent related management field is required. 10 years experience in the wireless industry with a minimum of 5 years in Operations. 5-7 years experience with a leadership role with 5+ years in NNOC Surveillance environment (24x7x365 days a year support of network environments).

Validated project management skills and experience. Demonstrated excellent interpersonal communications and complex problem solving skills. Advanced written and verbal communications skills including the ability to develop presentations and present to senior management.

Leader Skills - Relishes leading; takes unpopular stands if necessary; encourages direct and tough debate but is not afraid to end it and move on; Energized by tough challenges; possess strong mentoring and coaching skills.

Technical/Equipment - aptitude and knowledge. Including all systems current level of available architecture to include LTE and 4G technology in all areas:5G overarching understanding preferred.
  • Voice Mail Systems (Movius, Alcatel Lucent Anypath, Comverse Infinity)
  • Mobile Switching Systems (Ericsson NBSS, Alcatel-Lucent 5ESS and ECP)
  • Network Equipment (Cisco ATM Switching, Router devises, CSU/DSU Equipment, catalyst)
  • 1x Infrastructure Systems (MMS, SMS, BREW, EVDO, PTT and other services)
  • Multiplexing and DACS Equipment (CAC, Tellabs, Alcatel-Lucent, Eastern Research)
  • Microwave Equipment (Harris, Alcatel-Lucent, Lynx). Tekelec STP
  • Data Networks Routing Systems/Protocols (MPLS, VoIP, Packet MSC)
