The CSU Chancellor's Office, located on the waterfront adjacent to the Aquarium of the Pacific in downtown Long Beach, is the headquarters for the nation's largest and most diverse system of higher education. Position Information

The California State University, Office of the Chancellor, is seeking a Senior Human Resources Data Analyst to be responsible for developing employee reports and conducting analysis of significant complexity, particularly as associated with academic personnel. The assignments support and inform California State University policies, Chancellor's Office priorities, internal and external constituent needs, and collective bargaining direction. The Senior Human Resources Data Analyst is responsible for the CSU's annual submission of the IPEDS-HR survey, as well as various faculty-related surveys. Additionally, this role provides information to constituents outside of the CSU in accordance with various data transparency laws, agreements, and standards.

Responsibilities

Under the general direction of the Senior Director, Systemwide General Employment Services Policy Administration the Senior Human Resources Data Analyst will:

-Prepare a wide variety of annual reports on CSU faculty including racial/ethnic diversity, system-wide and by campus; historical faculty employment trends; average faculty salaries overall, by rank, and by rank and discipline; campus headcounts and FTE by tenure status; age distribution; and retirements.

-Respond to ad hoc requests for information on HR related data from internal and external constituents, including Chancellor's Office staff, campuses, Board of Trustees, legislature, other state offices, media, and unions.

-Prepare, review, validate, and submit the IPEDS-HR survey on behalf of all campuses and the Chancellor's Office; coordinate activities with Institutional Research, including assisting IR with additional IPEDS reporting components as needed.

-Monitor annual federal reporting requirements and deadlines, and work with internal constituents to maintain and update IPEDS-HR data collection process, including incorporating any changes.

-Serve as primary contact and subject matter expert with external organizations and campus constituents regarding system-wide reporting for the IPEDS-HR survey and the AAUP Faculty Compensation Survey.

-Collaborate with the Data Analysis team on major data reporting projects such as the Employee Profile and Staffing Trends reports and provide back-up to the team on other data projects as necessary.

-Prepare and submit responses for all 23 campuses to the annual AAUP Faculty Compensation Survey and serve as primary contact with AAUP on project.

-Serve as primary contact and subject matter expert and coordinate data collection for the annual CSU Faculty Recruitment and Retention Survey with the campuses, update the survey instrument annually, analyze survey results, and prepare report for publication.

-Use a variety of data sources, including PIMS, CIRS, PeopleSoft, the Academic Planning Database, the IPEDS data extract, surveys, reports provided by Analytic Studies, and other information sources as appropriate to synthesize and develop needed information.

-Conduct research, develop reports, dashboards, and perform analysis related to employee data, including faculty and staff, in support of system-wide priorities, data requests, budgeting, and collective bargaining direction, in such areas as compensation, turnover, workload, demographic, employment trends, etc.

-Use analyses to help generate employment forecasts and projections.

-Serve as expert on academic personnel on system-wide HR data projects such as the CHRS Data Warehouse.

-Assist with maintaining, standardizing, and evolving legacy reporting based on PeopleSoft 9.0 and housed in individual campuses into next-generation reporting based on Peoplesoft 9.2 and housed in the systemwide CHRS Data Warehouse.

Qualifications

This position requires:

-Bachelor's degree in Computer Science or related functional area or an equivalent combination of education and experience is required.

-Minimum of four years' experience as a data or research analyst with demonstrated experience in statistical research methodology, data aggregation and analysis, and report preparation. Graduate level training in these areas may be substituted for work experience.

-Experience working with large databases and analyzing significantly complex datasets.

-Advanced mathematical, analytical, and organizational skills.

-Excellent oral and written communication skills.

-Excellent problem-solving skills, including the ability to work independently, determine the most effective approach to gathering and reporting needed information, and troubleshoot problems.

-Demonstrated project and time management skills.

-Ability to work effectively in a fast-paced environment and manage multiple projects and shifting priorities.

-Strong customer service orientation.

-Proficiency with common business software such as the Microsoft Office suite, particularly Excel (advanced user), PowerPoint, Access and SharePoint are required.

-Proficiency in the use of data querying tools.

-Must possess the ability to quickly learn and adapt to new technologies.

Preferred Qualifications

-Prior work experience in higher education environment and understanding of human resources issues is strongly preferred.

-Proficiency in statistical techniques and methods, including experience with one or more statistical software packages such as R, SAS, and/or SPSS.

-Proficiency in the use of data visualization tools such as Tableau.

-Proficiency with one or more programming languages; SQL especially

-Experience with the CSU and CSU data systems.

-Familiarity with Amazon Cloud infrastructure (S3, Athena, QuickSight).
