Purpose

Avangrid Renewables is seeking an Environmental Permitting & Compliance Manager to join our team in support of the company's efforts in developing, constructing and operating utility scale offshore wind projects in compliance with state and local permits, applicable regulations, and governing laws. Avangrid Renewables is a leader in developing commercial-scale offshore wind projects in the United States.

The Environmental Permitting & Compliance Manager is a leading role within Avangrid Renewables' Offshore business, responsible for the delivery of environmental and permit compliance for both the Park City Wind and Commonwealth Wind offshore wind projects throughout project lifecycles: from development to construction and operation, and ultimately decommissioning. The successful candidate must have a deep understanding of required environmental compliance programs and best management practices as implemented by federal agencies as well as the Commonwealth of Massachusetts state regulatory agencies, including activities related to environmental permitting and regulatory compliance of utility scale transmission or other comparable marine construction projects within state waters. The position is based in Boston, Massachusetts.

As part of the US Offshore Wind Development team, this role will also coordinate Massachusetts state compliance obligations during planning, construction, and operational phases of the Commonwealth Wind project. The role will support the project team to develop and implement a compliance program for the Commonwealth Wind project in coordination with the permitting team, project partners, and construction or package managers.

Responsibilities

  • Serve as Avangrid Renewables' point of contact for federal and state required environmental and permitting compliance during offshore wind project development, construction, and operation activities for both Park City Wind and Commonwealth Wind offshore wind projects.
  • Create and own key project environmental documents (Environmental Management Plan, etc.)
  • Lead compliance planning and audits; environmental permit compliance; and construction monitoring and reporting protocols
  • Ensure that environmental requirements as required by federal and state regulatory agencies are fully considered and adhered to by delivering high quality, cost effective specialist technical advice in relation to environmental compliance.
  • Ensure compliance with all applicable federal, state and local laws and regulations and alignment with industry best management practices. This includes the review of contracts, schedules, and relevant project documentation.
  • Assist with the development and continual improvement of Avangrid Renewables' environmental management information system.
  • Complete any other business-critical tasks as requested by Senior Management.
  • Coordinate with the Permitting team to ensure consistency with reporting to federal, state and local agencies.
  • Coordinate reporting to federal agencies, including the Bureau of Ocean Energy Management, United States Coast Guard, Army Corps of Engineers, National Marine Fisheries Service, and United States Environmental Protection Agency as required.
  • Collaborate and communicate effectively with inter-disciplinary teams.
  • Liaise with the Health and Safety team on HSE interface topics and contractor management. Ensure any potential gaps are covered between two subject areas.
  • Support the construction packages and the package-specific environmental managers on various other relevant tasks to ensure compliance during construction and operations.
  • Manage specialized consultants, as needed, including the procurement and contracting of consultant/contractor services.
  • Support budget forecasting and tracking across projects.
  • Coordinate compliance for all Massachusetts bid commitments
  • Develop tools to facilitate compliance
  • Organize bid commitments and effectively communicate them to the various development and construction teams.

Skills and Requirements

  • A master's degree in environmental studies/science, or related field from an accredited program or relevant professional experience.
  • 5-10 years' experience in environmental compliance, preferably in the offshore construction industry (knowledge of offshore wind desirable).
  • Relevant federal experience or certification in environmental auditing.
  • Relevant experience or certification in environmental auditing within the Commonwealth of Massachusetts.
  • Experience with health and safety management on large construction projects preferred.
  • Experience working with teams involved in large multi-jurisdictional projects desired.
  • Strong analytical and problem-solving skills and attention to detail.
  • Pro-active and diligent approach.
  • Strong technical written and verbal communication and interpersonal skills. A demonstrated ability to effectively communicate across multiple levels within a company and externally to diverse audiences and stakeholders preferred.
  • Ability to work under pressure and within tight deadlines
  • Able to adapt and work in a fast-paced working environment and responsive to change.
  • Ability to provide accurate, concise, and timely advice to teams.
