Dow has an opportunity for a Senior Cost Management Specialist located in Freeport, TX. The Senior Cost Management Specialist acts as a technical resource for cost discipline aligned to turnaround within the Regional TES Controls team.

The Senior Cost Management Specialist establishes overall cost baseline with reporting to monitor and control the project/turnaround within established tolerances of the baseline supporting cost effective project/turnaround execution. Coordinates data inputs from the various disciplines and functions to ensure accurate forecasts and reporting of cost. Engages the steering team to understand causes of the deviation and the need to establish actions to mitigate, where deviations from established tolerances occur. Requires conceptual knowledge of theories, practices, and procedures within job discipline.

Responsibilities / Duties:

  • Integrates the project/turnaround cost estimate, workhour estimate, and schedule into the Cost Management baseline.

  • Establishes cost baseline from which deviations will be managed during execution phase.

  • Establishes work breakdown structure based upon work process norms and execution strategy.

  • Develops and analyze monthly cost accruals and contingency reporting. Ensures accurate representation of cost data and cost forecast during all phases of the turnaround/project.

  • Estimates costs of deviations and assesses impact on total project/turnaround cost.

  • Leads cost management activities in deriving an accurate and realistic forecast of all funds required to complete the TA/Project within the defined budget and schedule while incorporating own trending and analyses.

  • Alerts the turnaround/project team including key stakeholders to critical Cost Management issues.

  • Audit all cost center level spending. Drive final billing process and ensure it is followed and complete in necessary time-frame.

  • Regional travel may be required to support business critical Turnarounds and/or Projects.

Qualifications:

  • A minimum of an Bachelor's degree is required.

  • A minimum of 5 years of experience in the Manufacturing and Engineering industry is required; at least 10 years is preferred.

  • Regional travel within the gulf coast region may be required to support business critical Turnarounds and/or Projects.

  • A minimum requirement for this U.S. based position is the ability to work legally in the United States. No visa sponsorship/support is available for this position, including for any type of U.S. permanent residency (green card) process.

Note: Domestic relocation assistance is available for this role and may be provided based on eligibility.
