We are continually expanding our global backbone network infrastructure to support Meta's fast growing user community and the new and innovative products that we are making available for our users. Through direct engagement with partners around the world, the Network Investments team seeks to foster the development of open, shared network infrastructure. Program Manager, Network Environmental Health & Safety Responsibilities:

  • Lead infrastructure programs from development and planning through execution and operations, with a focus on Health and Safety Programs.
  • Collaborate closely with Meta's project partners across the Americas, EMEA and APAC regions, bringing a client-service mindset to how we engage with partners around Healthy and Safety.
  • Support the full lifecycle of infrastructure projects from opportunity development and planning through structuring, contract development and beyond into actual deployment, infrastructure acceptance and operations.
  • Ability to define program roadmaps, translate strategic initiatives into actual programs of deliverable work.
  • Develop the necessary standards, procedures, playbooks and associated infrastructure to enable rapid assessment response and mitigation in crisis situations.
  • Work with cross-functional teams (EHS, Finance, Legal, Partnerships, Regulatory and Policy) to develop project requirements, gain broad support and attain project approval.
  • Drive development of Health & Safety tools and an expanding digital document library (e.g., Audits & Self-Inspections, Incident Reporting & Tracking and Risk Evaluation & Management).
  • Assemble presentation materials and other written documentation in support of cross-functional communications with Meta as well as with our external partners.
  • Stay abreast of developments in the telecom infrastructure space and share that knowledge with the wider Meta team.
  • Support the direction and expansion of the team, helping to scope future roles as the charter of the team grows.
  • Ability to travel up to 20% of time. International travel is required.


Minimum Qualifications:

  • 7+ years of experience in project/program management leadership, management consulting, operations or similar.
  • 3+ years of experience in telecom infrastructure development or in network development for one or more key areas, (submarine, terrestrial fiber or technical real estate) with an emphasis on network deployment Health & Safety.
  • Experience influencing across functional boundaries and globally.
  • Track record of operating independently, demonstrating creativity, being detail-oriented and analytical, and delivering results in a highly organized manner.
  • Experience advocating internally and externally with partner communities to maximize opportunities to safely deploy telecom infrastructure.
  • Problem solving skills that demonstrate critical thinking and innovative approach to reach a solution.
  • Experience designing, deploying, and optimizing key network infrastructure processes.
  • Effective communication and presentation skills with experience presenting to both technical and business audiences, including to executive level decision makers.


Preferred Qualifications:

  • Background in the telecoms industry or the public utilities/energy industry.
  • Professional membership, registration and/or certification from an accredited EHS organization in one or more relevant areas.
  • Experience designing and implementing issues or risk management capabilities in emerging markets.
  • Currently has, or is in the process of obtaining a Bachelor's degree in Computer Science, Computer Engineering, relevant technical field, or equivalent practical experience. Degree must be completed prior to joining Meta.
