The PACE Program Manager is responsible for managing key aspects of the Program of All Inclusive Care for the Elderly (PACE) Program Launch, including the PACE Center Development and coordination of deliverables for the PACE application. Utilizing strong Project Management skills, interfaces with multiple stakeholders to ensure that milestones are being met across various projects and programs to meet the organizational goal of establishing a PACE program.
Essential Responsibilities:
- Coordinate the PACE Center Development, including Construction, IT for the Center, and Transportation in accordance with prevailing PACE regulations (CFR 460.0 et al). Interface with multiple departments and vendors.
- Work closely with key stakeholders, manage the completion of deliverables by PacificSource functional areas needed to successfully submit the PACE application to CMS in March 2025. Ensure that policies needed for the CMS application have been reviewed and approved by leadership.
- Together with the CMO and Executive Director, ensure preparedness for State Readiness Review in Lane County and Central Oregon.
- Interface regularly with IT Project Manager coordinating EHR implementation for PACE. Create routine status reports for each project and report status to the necessary stake holders. Develop and manage schedule, timelines, activities, milestones. Assess/analyze resource constraints/capacity and plan accordingly.
- Ensure/oversee complete requirements gathering and documentation. Monitor risks and issues and maintain logs of actions/decisions.
- Monitor and maintain scope, change requests and/or solicit sponsor approvals.
- Track project progress and communicate to team members, sponsor, and leadership.
- Maintain central point of contact with vendor(s), including contractors. Track project actual expenditures to budget, and review vendor invoices before payment.
- Ensure contract negotiations follow project management standards and guidelines.
- Negotiate for necessary resources for key initiatives to implement the organizational strategy.
- Manage cross-functional teams across many knowledge domains.

SUCCESS PROFILEWork Experience: Minimum of 5 years of program or project management experience managing multiple projects. Experience in health-related fields and with complex construction projects preferred.
Education, Certificates, Licenses: Bachelor's degree required. Advanced degree and/or Project Management Certification (PMP) strongly preferred.
Knowledge: Experience with change management processes. Extensive knowledge of industry standards and benefits, policy, and processes. Demonstrated ability to project manage multiple, parallel projects and staff requirements. Excellent computer skills, including experience with project management tools such as Microsoft Project, Outlook, and Excel. Familiarity with project management techniques and standards. Responsible for accurate documentation of issues. Participates in broad assignments requiring originality and ingenuity with appreciable latitude for action or decision. Ability to work independently with minimal supervision. Assures member confidentiality, privacy, and health records security. Requires ability to define and prioritize problems and manage workload without direct supervision. Strong business analysis, process improvement, and project management skills are essential. Basic math skills required, including percentages, ratios, graphing, and spreadsheet skills. Excellent oral and written communication required. Excellent interpersonal skills to assist in working with internal and external customers, vendors, and consultants.

Environment: Work inside in a general office setting with ergonomically configured equipment. Travel is required approximately 5% of the time.
