Academic Req: Minimum of a bachelor's degree from an accredited four-year university program in human resources, business management or related field required.

Certifications: PHR, SHRM-CP, or SHRM-SCP preferred.

Experience Req: Minimum of one (1) year experience working in human resources field. Experience with emergency management or emergency deployment process is preferred. Experience with Workday is preferred.

Critical Action Items & Measurable Deliverables:
1. Serve as the liaison between National EMR and FirstDay Foundation recruitment team and manage the full recruitment cycle of new staff, both PRN and FTE.
2. Ensure staffing operations meet expectations, quotas, deadlines and continually meet response staffing demands.
3. Provide direct oversight and management of direct reports and maintain control during increased operations and quick influx of staff.
4. Conduct monthly all FTE/PRN orientations and manage all new-hire documentation including Form I9.
5. Maintain strategy and oversight of annual recruitment calendar and large-scale hiring events including annual hiring fair, job fairs, community events, and monthly requisitions.

Other Responsibilities:
1. Utilizes KPI for ongoing staffing analysis in both steady state and response operations.
2. Monitor performance of staff for deliverables, tangibles, intangibles and proper productivity offering guidance when necessary.
3. Build a pool of interested qualified reservists to meet possible future deployment needs.
4. Mediate as needed between staff, FTE, and PRN, escalating when necessary for all things regarding hiring and onboarding experience.
5. Own strategic developments, budget and delivery of recruitment plans.
6. Complete monthly audits for Active Directory.
7. Assist in providing exceptional customer service through the Reservist Hotline.
8. Move PRN staff through the onboarding experience across all platforms weekly, daily as needed, including Workday, Salesforce, and candidate tracker.
9. Work with section chiefs and leadership to forecast upcoming (potential) missions and begin recruitment tactics.
10. Coordinate with communications team to build targeted communication and recruitment efforts to pull accurate candidates to meet targets and institution needs.
11. Actively research opportunities for recruitment in our market and presents them to management for consideration.
12. Act as POC for all PIV-I badging efforts.
13. Maintain up to date information on department and division information to correctly inform reservists, setting the stage for success.
14. Coordinate hiring managers and lead through recruitment process when FTE positions are posted under their chain of command.
15. Other duties as assigned.

Requirements:

2. Provide proof of valid driver's license and driving record in good standing with no restrictions (subject to review annually).
3. Maintain professional people skills and non-verbal communication skills.

5. Maintain intermediate to advanced computer literacy (specifically Microsoft Suite).
6. Be detail oriented and organized.
7. Work effectively and without intensive supervision both independently and as a member of a multidisciplinary team.
8. Must successfully pass a scheduled or spontaneous background check/drug screenings.
9. Possess impeccable decision-making skills under high stress, fast-paced environments.
10. Creative problem-solving and forward-thinking mentality.
11. Flexible schedule with willingness to work nights, weekends, and holidays.
12. Foster a culture that encourages team members to work safely, identify potential hazards, and report safety concerns or incidents to management.
13. Understand and adhere to the National EMR Policies and Procedures Manual, Uniform Handbook, and Operations Manual.
