Responsibilities

This position manages the transmission interconnection process for generators seeking to connect to the Company's transmission system, or another transmission system when the Company's system is an affected system. The Manager Programs/Projects leads and coordinates the work of internal staff and external contractors to ensure that the Company maintains compliance with applicable laws, regulations and rules, including the ISO New England, CMP and UI tariffs. The Program Manager oversees coordination of the generator interconnection process from application through Interconnection Agreement leading cross-functional teams at every step of the process to ensure that state-mandated timelines and rules are adhered to throughout the process. Following commercial operation, liaises with interconnecting customers and generation owners as needed in all matters related to their interconnections. Develops presentations and communication materials and represents the Company before regulators and other external stakeholders. Reports to the Director, Interconnection Services for UI and CMP

•Leads the transmission interconnection process from application through Interconnection Agreement, including coordination of all required studies, while leading cross-functional teams, both internally and externally, to ensure Company compliance with all applicable laws and regulations, and the appropriate RTO and Company tariffs.
•Leads external stakeholder meetings and informational sessions to customers and generation developers to ensure that all parties have full understanding of the interconnection process.
•Represents the Company in meetings, hearings and technical sessions with regulators and their staffs to develop interconnection rules and policy.
•Promotes a positive image of CMP and UI through external interactions and resolution of issues, and the provision of superior customer service.
•Oversees the administration of CMP and UI Interconnection Agreements to assure that the parties are fulfilling all requirements of these rules, regulations and contracts.
•Negotiates favorable resolution of disputes with generation developers over interconnection applications and associated contracts.
•Develops, documents, monitors and maintains Business Practices and Procedures for administering generator interconnections consistent with FERC Rules, the Company's OATT, the Regional OATT and other relevant laws, regulations and rules.
•Creates and monitors work orders to collect Company interconnection related expenses to develop billable invoices so that the company is correctly reimbursed for its interconnection-related work.
•Oversees the Company's response to customer and developer requests concerning Interconnection Services, and the applicable ISO and Company Schedules.
•Develops information and presentations to executives and steering committees.
•Coordinates and leads the work efforts of other teammates and external contractors.
•Provides leadership and mentoring to less experienced teammates.

Skills and Requirements

Education & Experience Required:
5+ years of relevant experience, with a strong preference for leadership experience with regulated generation interconnection processes.
•Bachelor's degree in Business, Finance, Accounting, Economics, Engineering or another related field.
•A demonstrated track record of leading and interacting across organizations with credibility and integrity.
•Detailed understanding of the Company's Open Access Transmission Tariffs, FERC/ISO regulations for interconnection of generation and the Regional OATT.
•Proficiency with Microsoft Office Suite, with emphasis on Word, Excel and Power Point.
