Job Description

Position Overview

As a Manager, Renewable Development you will be responsible for leading and completing permit and regulatory compliance tasks associated with transmission infrastructure that will support New York State's nation-leading climate change goals to build 70% renewable energy by 2030. The role will entail engagement across external consultants and contractors, as well as internal departments to guide and support development of Article VII applications and associated compliance filings for approval by agencies. Additional responsibilities include developing compliance filing reports as prescribed in each project's siting certificate and associated permits/approvals, and then working with a team of stakeholders to maintain compliance and schedule through completion of each project's construction.

Responsibilities

  • As part of Invenergy's Development team, support the preparation of application materials and response to agency data requests related to Article VII applications and Environmental Management and Construction Plans (EM&CPs).
  • Coordinate with internal Environmental Compliance and Strategy, Engineering, and Project Management departments, as well as external consultants and contractors, to ensure compliance measures meet all project requirements (e.g., federal and state regulations, internal obligations) and are consistent with applications submitted to the U.S. Army Corps of Engineers (USACE) under Section 404/Section 10 permitting.
  • Support coordination with the National Marine Fisheries Service (NMFS), U.S. Fish and Wildlife Service (USFWS), and the New York State Department of Environmental Conservation (NYSDEC).
  • Support coordination with the USACE for Section 408 Permitting.
  • Work with multiple internal teams to ensure projects stay on budget and schedule while satisfying condition requirements of State agencies (e.g., New York State Department of Public Service [DPS], NYSDEC).
  • Coordinate development of EM&CPs and support compliance with permit requirements under Sections 404/401 of the Clean Water Act and Section 10 of the Rivers and Harbors Act though the USACE.
  • Review technical and regulatory compliance reports prepared by external consultants and ensure deliverables meet Invenergy's standards, as well as certificate or application requirements. Reports typically include but are not limited to: noise impacts, aquatic resource surveys, wildlife habitat evaluations, construction impacts, wetland impact evaluations, threatened & endangered species surveys and conservation benefit plans, stormwater pollution protection plans, application exhibits, and post-construction monitoring plans.
  • Prepare and maintain project application and EM&CP filing schedules.
  • Participate in regional and national initiatives, symposia, conferences, and industry groups as needed to achieve Invenergy's objectives.
  • Support Invenergy's Project Management (construction) team and construction contractors to monitor, resolve, and report, as appropriate, construction activities and compliance initiatives.
  • Develop requests for proposal (RFPs) and manage consultants/subcontractors to support technical execution of tasks associated with their scopes of work.

Requirements
  • Strong organizational and management skills and ability to work across multiple departments and internal/external stakeholders.
  • Experience and expertise interpreting federal and state environmental laws (e.g., ESA, NEPA, CWA, Article VII,), guidelines, and policies.
  • Experience siting and permitting in-water and coastal energy infrastructure projects.
  • Experience coordinating with agencies and NGOs focused on estuarine and marine resources (e.g., NMFS, NYSDEC)
  • Expertise in preparation of Article VII applications.
  • Experience in taking projects from application through construction and supporting regulatory compliance through this process.
  • Strong problem-solving and written/oral communication skills.
  • Must be self-directed and detail-oriented, with the ability and desire to work effectively in a team environment.
  • Able to act and adapt to a fast-paced business environment with competing deadlines.
  • Ability to support multiple projects simultaneously and work collaboratively with cross-functional teams.
  • Approximately 30% travel for team and agency meetings and site visits to project areas.
  • Eight or more years of experience in the energy industry associated with permitting, regulatory compliance, or project development.

Preferred
  • Eight or more years of experience with linear energy projects
  • Expertise with permitting energy infrastructure in New York
  • Expertise with Marine Mammal Protection Act, Endangered Species Act, and Magnuson-Stevens Fishery Conservation and Management Act
  • Experience with permitting in-water projects with the New York District of the USACE
  • Experience coordinating and consulting with New York City Department of Environmental Protection
