The Division of Global Health Equity (DGHE) at Brigham and Women's Hospital (BWH) fosters the support and coordination of training, research, and service to reduce disparities and improve health in the U.S. and abroad. The Division focuses on health problems that disproportionately affect vulnerable populations around the world and are of major importance to society.

Within DGHE, Dr. Gene Bukhman, leads a team focused on developing, implementing, and evaluating integrated care delivery models to address severe chronic non-communicable diseases and injuries (NCDIs) among populations living in extreme poverty. These severe NCDs include conditions such as type 1 diabetes, rheumatic and congenital heart diseases, and sickle cell disease. Dr. Bukhman's team works closely with an emerging NCDI Poverty Network (www.ncdipoverty.org) of low- and lower-middle income countries focused on implementing the recommendations of the Lancet NCDI Poverty Commission.

Dr. Bukhman's team at the DGHE also works in collaboration with practitioners and researchers based within the Program in Global NCDs and School Change at Harvard Medical School's Department of Global Health and Social Medicine, as well as with the NCD Synergies project at Partners In Health (in Boston and at sites in Africa and Haiti).

The Research Specialist will lead and support monitoring and evaluation (M&E) activities linked to grant goals and outcomes as well as key deliverables that support scale-up of service delivery within the NCDI Poverty Network. In particular, the Research Specialist will be responsible for establishing and executing the near and long-term strategy to grow monitoring and evaluation (M&E) capacity at the local catchment, national, and regional levels. This position will work closely with both M&E, clinical program, and policy staff based at implementation sites as well as cross-site team locations (Boston, Seattle, Kigali, Monrovia, etc.). Implementation partners will include Partners In Health and other local implementing organizations.

The Research Specialist position will be based in Boston and include intermittent international travel when permitted. (S)he will be supervised by Dr. Paul Park, Director of Implementation, in consultation with Dr. Bukhman, the principal investigator.

Monitoring and Evaluation site-based activities and responsibilities will include:

  • Design and management of an M&E strategy for implementation sites
  • Guide the selection of key M&E indicators for clinical, implementation, and financial evaluation
  • Broaden and enhance the adoption of M&E indicators by establishing a scalable approach to working with various implementation partners
  • Enhance M&E data dissemination via electronic dashboards, newsletters, peer-reviewed publications, and other media.
  • Establish a culture of routine quality improvement projects which stem from and feed back into regular review of M&E data. Support the development of quality improvement frameworks, monitoring tools, and dashboards.
  • Establish a routine data quality audit mechanism together with implementation partners
  • Manage routine evaluation projects that dive deeper into program quality (e.g., the study of patient retention, and disease control)
  • Establish data sharing agreements with various implementation partners as to facilitate data warehousing and greater access to relevant raw M&E data
  • Work with implementation partners to accompany national Ministries of Health, WHO regional offices, and other relevant stakeholders to collaborate and scale NCDI-related data systems (e.g., paper registers, forms, databases and electronic medical record systems) and M&E frameworks (reporting systems on paper and in DHIS2) to regional and national levels
  • Support M&E training as needed
Monitoring and Evaluation policy-level activities and responsibilities will include:
  • Develop an M&E framework for outputs of the National NCDI Poverty Commissions and the NCDI Poverty Network
  • Support execution of M&E framework for NCDI Poverty Network
  • Establish a dissemination mechanism of the M&E data, including an online dashboard, newsletter, and/or regular meetings
  • Track and coordinate workstreams of project team to achieve all grant deliverables.
  • Build systems for team cohesion, check ins, dashboards, put together a road map and monitor team's progression against it.

Time on specific streams is project-dependent, but generally breaks down as follows:
  • M&E at local implementation sites (50%)
  • M&E for NCDI Poverty Network and various policy initiatives (50%)


Qualifications
Qualifications
  • Master's degree in relevant area or Bachelor's degree with 3-5 years of equivalent work experience
  • Mastery of relevant software, such as DHIS2 and Power BI.
  • Familiarity with electronic medical record or other relational database structures.

Skills/ Abilities/ Competencies Required:
  • Excellent communication, verbal, writing, and presentation skills
  • Strong interpersonal skills to work with collaborators, stakeholders, and team members
  • Fluency in English; French is an advantage
  • Experience working in global health and/or non-communicable diseases strongly preferred
  • Exceptional organizational skills, ability to prioritize multiple tasks, and careful attention to detail
  • Flexibility in job responsibilities and working conditions

  • Experience and interest in vulnerable populations globally
Working Conditions
  • Full-time with occasional evenings and weekends
  • Intermittent domestic or international travel
  • The nature of our global work may entail teleconferences in the early morning or evening
  • One-year term with additional years likely depending on performance
