The Protections, Control and Metering (PCM) Lead is a key role within Avangrid offshore projects, providing critical engineering advice associated with

Protections Control and Metering at large-scale Onshore and Offshore facilities in the US and overseas.

Belonging to the Systems Integration Package within the Project Execution Area and reporting to the Systems Integrations Package Manager locally, the PCM Lead will be responsible for the PCM Team in the US, implementing robust and cost effective engineering strategies and plans, tendering, negotiating and managing offshore supply, installation and maintenance contracts, planning and implementing delivery sites and logistics, complying with company and business engineering standards and technical acceptance criteria, and ensuring quality, best practices and excellent H&SE performance are applied.

The Lead PCM Engineer will be overviewing engineering activities and decision as well as the PCM team for on shore and offshore works. The position may require frequent travel to various locations in the US and overseas and the individual should be capable of managing teams working at different project locations.

Main Responsibilities

  • Lead the technical, conceptual, and design of the Protection, Control and Metering systems for the project multi-million-dollar projects, with complex interfaces for PCM within different relevant packages and contracts.
  • Ensure the activities are developed in accordance with the project requirements, the Grid Code and Network Connection Agreements requirements, other TSO requirements, metering regulators requirements and specific local region regulation.
  • Provide professional advice on engineering strategies / risk levels and commercial agreements to the key package, to ensure that cost effective technical solutions are identified, fully evaluated and the risk profile is fully understood by the project.
  • Ensure that all assessment, advice, and recommendations are fully documented in accordance with all internal procedures and industry best practice, and that sufficient technical and commercial due diligence (whether internal or external) exists to support those business decisions.
  • Deliver consistent, high-quality, cost-effective PCM engineering advice to the key packages and projects.
  • Resource the appropriate organization structure to ensure delivery of the key work packages to schedule and budget.
  • Manage the certification process of the control systems with independent verification bodies (where applicable) to reduce design risk and enhance asset value.
  • Ensure that health and safety and environmental requirements are fully considered and adhered to in design to ensure compliance with legislation and industry best practice.
  • Manage the inspection and support commissioning of appropriate aspects of offshore plant to ensure that assets are supplied and installed to the required quality and engineering standards.
  • Manage the Protection, Control and Metering elements of the MEQ or EPC contract.
  • Manage the design of interfaces of Protection, Control and Metering system with other systems (offshore substation, onshore substation, WTG, IAC Cables, Export Cables, CORE, TSO Dispatch, etc.).
  • Manage the project programme on Protection, Control and Metering activities and advise conflicts and mitigations where appropriate.
  • Maintain full awareness of the latest technical and commercial developments and identify suitable new PCM technology that has the potential to reduce cost and risk or improve safety.
  • Implement offshore standards, procedures, tools, best practices, and quality requirements for key work packages to ensure that packages are delivered according to specification, budget, and schedule without compromising safety.
  • Technical lead of the documents during conceptual and contracting phases related to the Protection, Control and Metering area: control and protection conceptual and design criteria, technical specifications, etc.
  • Technical lead in the review of the bids received during the Tender Process of the Protection, Control and Metering system within the Main Electrical Equipment (MEQ) contract, including technical queries and ensuring compliance with Employer's requirements.
  • Ensure that appropriate lessons learnt regarding offshore wind farm development and construction are captured and shared across the different Offshore Project work packages.
  • Collaborate with the Lead/Principal Engineer to ensure that the engineering team implements Lesson Learnt, processes and procedure to enhance business value.
  • Identify and manage risks associated with the Protection, Control and Metering items and interfaces with other packages.
  • Act as PCM Lead, they will:
  • Lead and motivate the team
  • -Mentor Junior Staff
  • -Participate in Standards sessions across the business (IEEE, AWEA, etc.)
  • -Develop/adapt IBR/SPR operating procedures to US Applicability
  • -Manage workload for the team, ensuring projects are resourced appropriately, coordinate goals, objectives, and target for the team
  • Create a plan of the project resources, and coordinate the support required from the PCM services. Where needed, coordinate the support from the wider business. Where the issue is not solved with internal resources, coordinate, and manage the contracting of external experts or consultants for the resolution of problems.
  • Support to the Commissioning team where needed.

Skills, Knowledge & Experience

Criteria
  • Track record of delivery in an offshore wind projects environment, including technical due diligence, grid connection concept, and ideally with experience in construction, installation commissioning, and operations of wind project(s).
  • Offshore wind, offshore oil and gas, maritime vessel and / or port and terminal experience, power generation.
    • 10+ years industry experience with large scale projects through the pre-delivery, delivery and operation transition phases, minimum (essential)
    • 2 years offshore industry experience, minimum (desirable)
  • Possess a B. Sc. or B. Eng. degree from an accredited institution or master's in electrical engineering (essential).
  • Extensive understanding of offshore wind technology, including turbines, electrical infrastructure, ideally also having a good understanding of operational efficiency.
  • Strong networking, communication, relationship building and influencing skills demonstrated across a range of teams, stakeholders and with senior leadership.
  • Effective negotiation and contractor management skills.
  • IT literate with the ability to operate MS Office systems and other IT based project management software.
  • Flexible to travel regularly to attend meetings and work at different project sites.
  • Ability to work under pressure and to tight deadlines, to adapt quickly to a rapidly changing working environment and to demonstrate a positive approach to change.
  • High degree of self-motivation with a flexible approach to work.

Internal and External Relationships (for your own reference)
  • Coordinate support and provide key expertise to various teams (electrical, EPC, Turbines.) in PCM scopes to ensure the suppliers comply with the Contract Employer Requirements and applicable standards and codes.
  • Coordinate with all the project package managers to ensure PCM compliance while providing expertise, consulting support and knowledge in the area.
  • Coordinate with Global representatives and line manager (Manager - Systems Integrations) regarding planning, strategies, and performance.
  • Support the Management of PCM Contractors (Services, resources and technical support).
  • Management of companies providing PCM related equipment, such as Main Electrical Equipment Contract, ONS and OSS Substation EPC and Wind Turbine Manufacturers.
