Summary: Family Service Association is a private non-profit organization who has been servicing the community since 1953. The Human Resource Officer is responsible for the development and implementation of HR initiatives and systems, provides counseling on policy and procedures, ensures legal compliance of the agency as it relates to employees, and is a part of the executive team. The HR Officer oversees the HR department and the staff within.

Essential Job Duties:

Supervisory Responsibilities:

  • Recruit, interview, hire, and train new staff in the HR department.
  • Oversee the daily workflow of the department.
  • Provide constructive and timely performance evaluations.
  • Handle discipline and termination of employees in accordance with company policy.

Duties/Responsibilities:
  • Collaborate with senior leadership to understand the organization's goals and strategy related to staffing, recruiting, and retention.
  • Plan, lead, develop, coordinate, and implement policies, processes, training, and surveys to support the organization's human resource compliance and strategy needs.
  • Administer human resource programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
  • Assist in reviewing risk management systems, including workers compensation and liability insurance.
  • Develop and execute best practices for hiring and talent management.
  • Conduct research and analysis of organizational trends including review of reports from the organization's human resource information system (HRIS).
  • Monitor and ensure the organization's compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance.
  • Maintain knowledge of trends, best practices, regulatory changes, and, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management.
  • Seek legal counsel as needed.
  • Participate in departmental budget process as needed.
  • Facilitate professional development, training, and certification activities as required by law.
  • Manage and process unemployment claims, and workers compensation claims.
  • Represent the Agency and administration on personnel matters in lieu of the President/CEO.
  • Promote a team atmosphere and working conditions.
  • Assist Directors in evaluating and resolving employee relations and work performance problems to improve employee morale and organizational/department productivity.
  • Support finance administration in vendor selection for workers comp/liability/health insurance.
  • Responsible for communication information necessary to Insurance vendors.
  • Facilitate EAP services for employees, and conduct new hire orientations.
  • Keep employees informed of any changes in policies/handbooks, etc.
  • Punctual and Regular Attendance
  • Other duties as assigned.

  • Proficiency with, or the ability to quickly learn, the organization's HRIS and talent management systems.
  • Knowledge of current Labor and Employment Laws
  • Ability to stay calm in a stressful situation
  • Ability to work with diverse population

Minimum Qualifications:

Bachelor in Human Resources/Business (related field considered).

PHR or SHRM-CP

Computer proficient

Five (5) years related human resource experience or equivalent

Five (5) years management experience or equivalent.

CA Driver's License/Proof of Auto Insurance

Background Fingerprint Clearance

Drug test clearance

Completion of formal or informal education sufficient to assure the ability to read and write

English and to communicate at the level required for successful job performance.

Physical & Mental Demands:

Ability to multi-task and stay focused with many interruptions

Work at computer for long periods of time
