Position Information: DescriptionThe Head of Collection Strategies works closely with Technical Services and the Reference & Research Services unit of Public Services to determine policies and procedures for acquisition, accessibility, and deaccessioning of both print and electronic resources of all types. The Head of Collection Strategies chairs the Committee on Collection Development and oversees the budget allocation and dispensation of funds for print and electronic materials (ranging from e-books to research data sets to e-journals to large bulk electronic vendor packages and more), as appropriate, to support each discipline. Every reference librarian is a subject specialist for several subject disciplines. This position also works closely with Library Digital Initiatives, Systems, and Services and with Special Collections on digitized collections projects, to ensure consistent and standardized access systems. The Head of Collection Strategies works with the Shared Service Center, Procurement & Payment Services, UND Legal Counsel, NDUS, ODIN, and other offices to ensure appropriate licensing procedures, individually or with other libraries, consortia (at local, regional, state, or national levels), or other partners, for digital resources and collections in all formats. The Head also works with campus units to seek creative funding options and additional support for resources as feasible, including partnerships for payment of specific individual resources, grant writing, solicitation of additional partners, etc.Duties & Responsibilities

  • Manage and Develop Collection Strategies
    • Plan, develop, and formulate priorities necessary to accomplish goals in the management of all library collections, including branches.
    • Coordinate cooperative collection development, management, and interlibrary loan services with other local and regional libraries.
    • Recommend allocation of financial, personnel, and space resources needed.
    • Determine resources to be purchased, added to ‘wish lists’, made accessible, or deaccessioned in collaboration with subject specialists, library senior management, and others.
    • Serve as primary contact with vendors and publishers.
    • Allocate and administer the collections budget for print and electronic resources.
    • Participate in development of Library resource allocation strategies and execution of budget plans.
    • Participate in evaluation of bibliographers for their collection development liaison duties ensuring compliance to policies and procedures.
    • Ensure deaccessioning, as well as purchasing and accessioning, is completed on a regular basis, so collections remain both current and appropriate to an academic research library.
    • Periodically re-evaluate the book budget formula to ensure it continues to meet program needs.
    • Serve on appropriate Library and University committees including the University Curriculum Committee.
    • Plan, assign, and coordinate staff to complete special projects, determine work priorities, and review work progress and results with the Dean of Libraries and Information Resources, Asst. Director, department heads, and supervisors.
    • Chair the Collection Development Committee, prepare agendas and record minutes.
    • Manage acquisitions training for subject specialists with Alma, Gobi, and other relevant library systems.
    • Foster an environment of positive teamwork, innovation, professional development and growth, and accomplishment.
  • Assessment of Collections and the academic library needs of campus
    • Assess needs of the academic community for information resources and related services working with faculty library liaisons and other faculty and student groups (such as the Senate Library Committee, Student Library Advisory Committee, Curriculum Committee, etc.) to determine those needs. 
    • Work with third-party companies and internal offices as needed to prepare the IPEDS and ACRL Library surveys annually.
    • Assess collections, utilizing combinations of statistical reports, surveys, web analytics, and standardized vendor-supplied statistical usage data.
    • Determine appropriate strategies to improve matching of collections to needs within budget parameters.
    • Recommend collection access and service levels to be provided to non-affiliated users and other libraries.
    • Establish, document, and interpret policies, procedures, goals, and objectives for collection services in relation to overall Library goals.
    • Monitor and evaluate services and related technologies. Recommend adjustments where appropriate.
    • Keep statistics on all activities and assess and evaluate as needed.
    • Publicize available resources to faculty, students, and when appropriate, the community at large.
    • Communicate Department accomplishments through reports and news releases.
  • Manage the licensing & contract negotiations for electronic resources
    • Serve as the primary contact for Vendors and publishers.
    • Negotiate and manage all licenses and contracts with vendors and publishers.
    • Work with the CFL Administrative Assistant, Subscription Specialist, Shared Services Center, Procurement & Payments, UND Legal that all UND & NDUS policies and procedures are followed in the acquisitions, renewals, and cancellation of resources.
    • Manage and keep current a vendor information contact list with licensed databases, subscription periods.
    • In coordination with the Head of Systems ensure that all vendors have accurate records of UND IP ranges.
    • Coordinate with other campus libraries in the cooperative acquisitions of resources.
  • Supervise Interlibrary Loan staff and part-time Assessment position
    • Establish service standards, policies, and procedures in accordance with ALA’s Interlibrary Loan Guidelines.
    • Manage the Interlibrary Loan service to meet campus needs, assisting with difficult requests staff receives.
    • Coordinate cooperative interlibrary loan services with other local and state libraries.
    • Hire, train and supervise Interlibrary loan staff.
    • Provide guidance and training for the gathering and storage of collection usage statistics and ILL services statistics.
    • Foster an environment of positive teamwork, innovation, professional development and growth, and accomplishment.
  • Participate in professional activities and other duties as assigned
    • Serve as a non-voting member of the University Senates Curriculum committee and keep Subject specialists and library Administration informed on relevant developments.
    • Accept opportunities to participate on committees, locally and nationally, make presentations, and publish appropriate research or library accomplishments.
    • Keep current on latest developments in academic and public services librarianship.
    • Contribute to the advancement of the profession and the status of the University.
Required Competencies

Minimum Requirements
  • Graduate degree from an American Library Association accredited program
  • 10 years of experience with collection development
  • 1 year supervisory experience
  • Project management experience
  • Microsoft Office experience, extensive experience with Excel
  • Successful completion of criminal history records check.

Preferred Qualifications
  • Experience with contracts and license agreements
  • Experience with Interlibrary Loan
  • Experience with a library Services platform, preferably Alma and Primo.
  • Accounting experience
  • 3 years supervisory experience
Minimum Hiring Salary/Position Classification

$70,000+ dependent on experience, exempt, benefited

Work Schedule/Start Date

Monday to Friday 8:00am to 4:30pm, Projected start date of July 1, 2021 or later
