Overview

Global Communities is seeking an expert consultant to review, update and strengthen the Women Empowered (WE) and Professional Advisement Career Enhancement (P.A.C.E.) Urban Guatemala project monitoring, evaluation and learning plan and to conduct final evaluation analysis .

Global Communities is building on the success of the previous projects in Guatemala to deliver the integrated WE/P.A.C.E. curriculum. Under the current project, Global Communities will engage a cohort of 480 women in Mixco (Guatemala) , incorporating a new community development component by mobilizing WE/P.A.C.E. participants to identify vulnerabilities in their communities and develop collective action strategies to address those vulnerabilities. These mapping activities will center around c ommunity i ndicators from P.A.C.E., including: w omen in leadership, f inancial inclusion, c ommunity health, c ommunity infrastructure and social service s . The project will be implemented over the course of 15 months (from April 2023 to June 2024) with four main o bjectives :

  • Objective 1: Train 480 women in the integrated WE/P.A.C.E. methodology as a vehicle for empowerment and collective action.
  • Objective 2: Train WE/P.A.C.E. groups in participatory community mapping so they are empowered to identify community development needs, assets, and opportunities in project areas.
  • Objective 3. Create a framework for linking women to existing resources and services available through government, private and non-profit partners to design solutions to challenges identified in community mapping activities.
  • Objective 4. Conduct measurement, learning and documentation to improve the program and build evidence for replicating and sustaining a framework/model for collective action in communities where garment factory workers and/or their families live.


Responsibilities

ABOUT THE CONSULTANCY

Under the management of the HQ Global Technical Advisor and the HQ MELI Technical Advisor, the consultant will be responsible for:

1) Reviewing, updating, and strengthening the WE/PACE Urban Guatemala project monitoring, evaluation and learning plan drafted by the Global Communities team (which includes indicators and tools).

2) Conducting the qualitative and quantitative final evaluation analysis.

SCOPE OF WORK

Timing: May 2023 - September 2024

Estimated Level of Effort (LOE):
  • From June 2023 to August 2023: 7 days
  • From June 2024 to September 2024: 8 days
  • Total of 15 days


Knowledge, Skills and Abilities

Main activities:
  1. Review all relevant project documents and current draft of the monitoring, evaluation and learning plan (including: Project Description, Monitoring, Evaluation and Learning Draft Plan, Global Communities Empowerment Indicators Survey, Protocol and Analysis tools, and P.A.C.E. baseline and endline survey and protocol)
  2. Prepare preliminary feedback to the monitoring, evaluation and learning plan (guided by industry best practices), including revised table of indicators and tools, learning questions and activities and data analysis plan
  3. Incorporate feedback from Global Communities into revised and strengthened monitoring, evaluation and learning plan and submit final document to Global Communities
  4. After baseline data collection is completed by Global Communities, review quantitative data and complete a preliminary analysis (based on descriptive statistics to be shared by Global Communities)
  5. After project implementation and endline data collection is completed by Global Communities, review quantitative and qualitative data and complete final evaluation analysis (descriptive quantitative endline statistics to be shared by Global Communities)
  6. Prepare final evaluation analysis draft and share with Global Communities
  7. Incorporate feedback from Global Communities into revised final evaluation analysis and submit final report


Qualifications
  • Bachelor's degree with a minimum of 13 years of relevant experience, or Master's degree with 10 years of relevant experience in Gender Equality, Monitoring & Evaluation, International Development, Social Science, or other related fields.
  • Experience developing Monitoring, Evaluation and Learning (MEL) technical designs and data collection tools, managing mixed methods data collection efforts, leading analysis, and preparing high quality reports.
  • Experience designing and integrating gender equality and women's empowerment in project monitoring, evaluation, and learning.
  • Fluency in written and spoken Spanish
  • Experience working in Guatemala or Latin America

Salary determinations are made based on several factors including experience, qualifications, location, internal equity, and budget.
