Description

Under general direction of the Administrator of the State Accounting Division of Department of Administrative Services, and direct supervision of the Financial Systems and Reports Manager, this position is responsible for preparation of the Annual Budgetary Report and assisting in the preparation of the State financial reporting and requirements; and, the state wide Enterprise Resource Planning (ERP) financial accounting system. Note that the incumbent is responsible for assisting in the preparation, review, analysis and filing of financial reports, and completion of related audits. May have some extended hours during certain times of the year to meet reporting deadlines.

Hours: 8-5, Monday - Friday with extended hours during ACFR season as required

Job location is 1526 K Street, Downtown.
Examples of Work
Prepare the Annual Budgetary Report and submit to the State Accounting Administrator. Assist in the preparation of the State's Single Audit, including the Comprehensive Annual Financial Report (CAFR) and Schedule of Expenditures of Federal Awards (SEFA). Also assist in preparation of the State Wide Cost Allocation Plan and other reports or audits as required. Work with state agencies to review and activate business units as requested, review and support fiscal year-end encumbrance processes, clean-up of purchase order and fixed asset and depreciation transactions. Extract, research, analyze, and compile data. Identify, analyze, and resolve variances in financial transaction activity and general ledger balances. Prepare entries in the accounting system for various transactions, and CAFR accruals. Communicate with state-wide agency finance staff. Other duties and responsibilities as assigned.
Qualifications / Requirements

REQUIREMENTS: Bachelor's degree in accounting, finance, business administration or equivalent, AND three years of experience in governmental accounting, high level fiscal analysis or financial auditing. Experience with high level financial systems accounting can substitute for formal education on a year for year basis.

OR

Certified Public Accountancy licensure and experience with high level financial accounting systems.

PREFERRED: Master's Degree in Public Accountancy, Certified Public Accountant, or Certified Government Financial Manager. Excellent Microsoft Excel experience.

Knowledge, Skills and Abilities
Knowledge of accounting and auditing theory and techniques; governmental accounting standards board statements (GASB); generally accepted accounting and auditing principles (GAAP) and standards; automated accounting systems, applications, and operating procedures used by different kinds of organizations; statistical sampling procedures; state and federal laws and regulations affecting governmental accounting. Ability to: communicate to present information and opinions; understand and analyze financial data and computer applications.
