Executive Director of Regional Operations - Western Montana, works with the Regional Services Team and is responsible for executive leadership in Western Montana contributing to strategic market growth, development, community service, public relations and assists with CAH development in Western Montana. Through effectively leveraging the resources of Billings Clinic, strengthens the rural health care delivery system by enhancing business operations and improving the quality of clinical care delivery. Position is responsible for operational oversight and leadership of existing regional physician branch clinic, health care facility management contracts, and new physician and facility affiliations and alliances with Billings Clinic within the Western Montana territory.

Essential Job Functions

• Develops, implements, and assists in the advancement of the mission and vision of Billings Clinic through strengthening the rural health care delivery system by ensuring retention of appropriate care locally through enhancement of business operations and improving the clinical quality of care delivery locally and within the region.
• Ensures the success and credibility of Billings Clinic Regional Services through the delivery of innovative, quality, and cost-efficient programs that supports a more integrated regional system of health care and assists rural health care providers who seek out alliances for business and clinical quality reasons. Primary responsibilities include but are not limited to:
a) Professionally manages existing regional physician branch clinics, health care facility management contracts and facility affiliations within defined region. Through effective operational management, creates an environment that provides superior levels of physician and patient services, clinical quality and lower costs and aligns incentives within the spectrum of providers involved in the delivery of regional health care services.
b) Leads affiliate Board development functions, establishing a vision of excellence with a customer service orientation and demonstrated quality outcomes, charting the course in response to the developing and shifting needs of the community and the affiliate organization.
c) Leads development of affiliate relationships within defined geographic regional territory.
d) Promotes outreach initiatives for specified physician specialties within the community in collaboration with the Outreach, Telemedicine and Physician referral team.
e) Coordinates with regional health care providers, Billings Clinic leadership and physicians to assure continuity in pursing organization's goals and objectives. Identifies and addresses synergies/problems across service lines, providers and within the community/region.
f) Acts as consultant to affiliate Boards and for regional health care collaborative initiatives, performs appropriate needs assessments and develops recommendations and proposals that are mutually beneficial.
• In collaboration with physician leadership and other medical staff, administration, and other health care providers, develops and implements strategic plans, and leads, develops and revises programs, and assesses facility planning needs to enhance clinic practice services at regional branch clinic locations.
a) Provides leadership in developing, planning, and implementing the clinic's business plans and oversees the business and financial operations. In collaboration with the Chief Medical Officer, Region, develops and supports provider practices to include quality/safety initiatives, patient access, physician practice reports, revenue analysis, and billing/coding documentation.
b) Works collaboratively with the Regional Operations Nursing Leadership, Branch Clinic Nursing Leadership, and other internal Nursing Leadership to ensure the practice of nursing meets established standards of care and competency requirements, state/federal regulatory compliance, and accreditation standards for Magnet. Monitors compliance to these standards and works with Nursing Leadership to address areas of concern.
c) Develops and maintains community relationships as it relates to the continuum of care. Monitors clinic practice(s) medical activities and identifies trends, problems and/or issues.
• Develops, retains, recruits, and leads a talented team committed to accomplishing the goals and objectives of Billings Clinic and the regional health care providers. Recommends, implements, and evaluates plans and systems that assures sufficient number of qualified and competent staff to provide care/services. Adheres to administrative policy/procedures relating to human resource management.
• Serves as a liaison and channel of communication between all Billings Clinic programs and services. Participates in the development of patient care delivery models and/or care programs, policies and procedures that describe how patient care needs and/or patient populations receiving care are assessed, evaluated, and met.
• Promotes health care services that are produced in a cost-effective manner while maintaining high standards of quality.
a) Assures the sound fiscal operation of the institute including timely, accurate and comprehensive development of a realistic, cost-effective annual budget and its implementation.
b) Plans for capital equipment through budget and obtains approvals for capital purchases above specified threshold. Plans the use of physical resources for the institution and ensures against physical damages.
c) Arranges contractual relationships with consultants, contractors, architects, etc., on behalf of the Board in planning and developing facilities, finances and personnel programs.
d) Combines organizational resources in such a way as to maximize quantity and/or quality to obtain a set of results.
e) Monitors periodic financial statements measuring the relevant business activity and financial position of the assigned clinical practice(s) and the organization to ensure appropriate financial management
f) Exercises due diligence throughout contract development, negotiations, and compliance by reviewing, analyzing, and consulting appropriate resources to diminish risk
• Ensures compliance and regulations of governing facilities and the rules of accrediting bodies by continually monitoring the organization's service delivery and initiating changes as required.
• Fosters a smooth functioning, efficient organization through timely and effective resolution of disruptions.
• Maintains competency in all organizational, departmental and outside agency environmental, employee or patient safety standards relevant to job performance.
• Demonstrates and encourages an ethic of open communication and teamwork throughout the organization and in the community/region. Builds an environment of shared commitment to Billings Clinic's and the regional health care providers' goals and responsibility to achieve quality outcomes.
• Maintains a high level of satisfaction within Billings Clinic and among regional health care providers' physicians and employees by providing an environment conducive to maximum individual and collective productivity. Provides consultation for related concerns and acts as a customer and community advocate by demonstrating sensitivity to ethical and legal ramifications of practice. Supports and models behaviors consistent with Billings Clinic's mission, vision, values, code of business conduct and service expectations. Meets all mandatory organizational and departmental requirements. Maintains competency in all organizational, departmental, and outside agency standards as it relates to the environment, employee, patient safety or job performance.
• Performs all other duties as assigned or as needed to meet the needs of the department/organization.

Minimum Qualifications
Education

• Minimum - Four Year / Bachelor's Degree in relevant field
• Preferred - Graduate Degree Master's degree in hospital administration, health, business or public health preferred

Experience

• Minimum of five years of senior leadership/management experience with experience in a physician practice and hospital setting

Certifications and Licenses

• "Lean Six Sigma" Green Belt Certification required within 2 years of hire

Or an equivalent combination of education and experience relating to the above tasks, knowledge, skills and abilities will be considered.
