Department Information

Campus Shared Services team uses ethical, innovative, and sustainable business practices to provide excellent customer service, convenience, and value to the IU Bloomington campus auxiliaries and the university community. This shared service center focuses on effective, cost efficient, and policy compliant solutions while leading financial oversight and strategy. This unit is responsible for establishing and maintaining the fiscal integrity of all units within Bloomington campus auxiliaries that report to the Vice Provost for Finance and Administration (VPFA).

Job Summary

As the primary fiscal administrator for IU Bloomington campus auxiliaries, this position has fiduciary responsibility for units that have a significant impact on the campus community and student experience. This position leads financial oversight and strategy for campus auxiliaries and supervises the staff in the centralized shared service center, which provides the following services to campus auxiliaries: compliance, reporting, accounting, application administration, capital planning, procurement, payroll, accounts payable, travel, and financial analysis and planning.

This position establishes long-term business plans and long-term strategic objectives. Responsible for escalated operational issues, including human resources and/or people management situations. Determines overall budget for financial administration teams of campus auxiliaries. Develops business relationships across the university and externally. Drives innovation and excellence within the area of financial administration.

This Executive Director of Financial Services and Operational Initiatives is responsible for establishing and maintaining the fiscal integrity of all units within Bloomington campus auxiliaries (RC 80) including Housing Operations, IU Dining and Hospitality (including the IU Hotel), Campus Bus, Parking Operations, Fleet Services, Transportation Demand Management, and Distribution and Logistics Services (Document Services, IU Warehouse, IU Surplus, and Mail Services), and Early Childhood Education Services. This position directly oversees financial operations and fiscal strategy for the Bloomington campus auxiliaries. In addition, the position oversees the shared services functions for several auxiliaries within Student Life (RC 70) in partnership with the Vice Provost for Student Life. These units include Residential Life, Housing Assignments, Bradford Woods, Indiana Memorial Union, the IU Student Health Center, and Recreational Sports.

Department Specific Responsibilities

  • Provides financial analysis, predictive modeling and forecasting, with development of data analytics including executive management dashboards to support data-driven decision-making, and long-term planning and fiscal strategy for campus auxiliaries.
  • Provides high-level fiscal leadership strategic guidance to the operations, new initiatives, policies and priorities of business, finance and budget functions for auxiliary units with a combined budgets equaling over $300M.
  • Works with various leadership across the campus to ensure compliance and a coordinated campus effort to achieve cohesion amongst auxiliaries and various stakeholders to direct, analyze, forecast, and advise on short- and long-term operational and fiscal issues facing auxiliary units.
  • Reviews campus auxiliary budgets to ensure priorities and standards are met while understanding the significant impact the auxiliaries have on daily operations of the Bloomington campus and the experience of IUB students..
  • Responsible for analysis and integrity of the capital plan and financial proformas for Housing Operations, IU Dining, and Parking Services. These plans are used for Board of Trustee decision-making related to approval of rates and affect the university's ability to bond projects as well as its bond rating.
  • Acts as campus auxiliary representative in financial discussions with campus and university offices.

General Responsibilities

  • Directs the daily and long-term financial and/or administrative operations of multiple large multi-faceted units.
  • Responsible for accuracy, timelines, and the general integrity of the Financial Administration family, and fiscal, policy, and internal control management.
  • Creates annual revenue and expenditure budget for multiple large and diverse units.
  • Develops budgetary policies and procedures.
  • Develops models and provides recommendations to executive leadership for resource allocations and to enhance financial performance.
  • Develops and introduces growth strategies and identifies risks.
  • Monitors division and campus budgets and reports any significant deviations from approved budgets.
  • Controls all expenditures and statement of accounts to ensure regulatory compliance and fiscal integrity.
  • Directs the management of general appropriation, endowment, federal and non-federal grants and contracts, and gift funds.
  • Develops, plans, and directs special projects, which may include space renovations, space allocations, staffing, equipment purchases, long-range plans, leasing of off-campus space and services.
  • Provides leadership and direction through other directors.

EDUCATION

Required

  • Bachelor's degree in finance, business, accounting, or a related field

Preferred

  • Master's of Business Administration (MBA)

WORK EXPERIENCE

Required

  • 5 years of related functional experience
  • 3 years of management experience in a related field

Preferred

  • 8 years of professional experience in financial operations, accounting, and business administration with an emphasis in finance

LICENSES AND CERTIFICATES

  • Certified Public Account (CPA) license strongly preferred
  • Certified Management Accountant (CMA) certification

  • Advanced knowledge of financial statements and different budgetary models; ability to apply in different situations
  • Knowledge of human resources laws and procedures as related to managing staff; Knowledge and understanding of the importance of mentors and mentorships

Preferred

  • Working knowledge of IU financial systems and institutional technology applications is strongly preferred
  • Solid business knowledge for a variety of industry sectors as well as education and upper-level professional experience in accounting, capital planning, finance, data analytics including predictive modeling, and operations management with a working understanding of campus residential housing, residential and retail food service, catering, transportation, childcare, and others
  • High-level critical thinking and strategy skills including analysis, synthesis, predictive modeling, and evaluative judgments and the ability to apply these skills to complex problems that necessitate the simultaneous integration of extremely quantitative information and highly subjective information
  • Expert level pivot table creation, power BI, and other decision tools to support decision making
  • Ability to maintain full confidentiality and discretion in all matters
  • Excellent negotiation and arbitration skills to adjudicate programmatic and unit disputes over resource and space allocations, and diplomacy and communication skills to be able to work effectively with senior campus leadership and university officials over fiscal matters with significant impact on the campus and university

Working Conditions / Demands

This role requires the ability to effectively communicate and to operate a computer and other standard office productivity equipment. The position involves sedentary work as well as periods of time moving around an office environment and the campus. This position is eligible for a limited hybrid schedule, subject to change in the future based on business needs and strategic direction of the campus business needs.

Advertised Salary

$150,000 - $175,000 per year commensurate with experience.
