Position Information: Description

On behalf of the State of North Dakota, the University of North Dakota is conducting a search for the position of North Dakota Test Site Director, Northern Plains Unmanned Aircraft Systems Test Site (NPUASTS).  The NPUASTS was established and named one of six FAA test sites in the country for the purpose of safely integrating UAS into the National Airspace System. Operating under the direction of the Northern Plains Unmanned Systems Authority, the Test Site (TS) Director reports to the Authority’s Executive Committee and leads the State’s effort in directing the NPUASTS activities. The TS Program Office is headquartered in Grand Forks, ND at the University of North Dakota with UAS activities taking place throughout the state and nation.

Duties & Responsibilities
  • Lead the nation in its establishment, development, and implementation of Beyond Visual Line of Sight technology.
  • Provide leadership, oversight and coordination of all UAS related activities within the NPUASTS.
  • Develop and implement written vision, mission, and goals and strategic plans for the continued evolution of the TS. 
  • Secure funding from federal, state, industry and other sources. Grow capabilities and increase the competitiveness of the TS to enhance its value for partnering with private, government and university entities.
  • Responsible to private industry, state government and the FAA for establishing the TS capabilities in increments and for TS overall execution to include technical performance, financial management performance and future business development.
  • Manage multiple complex ongoing projects and ensure optimization of all NPUASTS resources.
Required Competencies
  • Significant track record of executive level interaction with both government and private entities.
  • Proven leader of multi-discipline teams in these disciplines
  • A record of strong program management including strategic and operational experience.
  • Significant track record of executive level interaction with both government and entity/mission
Minimum Requirements
  • Bachelor's degree or higher from a conventional accredited institution
  • United States citizen, able to qualify for DOD security clearance
  • Must commit to 2-year employment contract
  • Past and current experience with airspace management, flight operations, and flight safety
  • Significant project management and business management experience and expertise.
  • Experience with sustaining major funding, including experience with government contract requirements, technology transfer and compliance policies
  • Valid Driver's License
  • FAA Commercial pilot license with instrument rating
  • Successful completion of criminal history records check.

In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the US and to complete the required employment eligibility verification form upon hire.

Preferred Qualifications
  • Master's Degree in an Aeronautics or Business-related field
  • Experience with unmanned aircraft research, education, training or operations
  • Experience with early stage/start-up company or with establishing new government programs
  • Private pilot license
  • FAA Remote Pilot License
  • FAA commercial pilot license with instrument rating
  • Experience in managing and leading large and complex marketing campaigns
Minimum Hiring Salary/Position Classification

$160,000+ Dependent on experience, Full-Time, Exempt, Benefited

Work Schedule/Start Date

Monday - Friday
