Position Description

The Alabama Medicaid Agency (AMA) is preparing for a major transition from a monolithic system with 14 different business functions to an interoperable, modular system based on a Service Oriented Architecture (SOA). This multi-year "Modularity" project will procure systems planning services, enterprise architecture services, systems integration, and each system module from multiple vendors. This project will follow a structured methodology that complies with the Center for Medicare and Medicaid Services standards and requirements such as the Medicaid Information Technology Architecture (MITA) and Outcomes-Based Certification (OBC). To support this project, the AMA will develop a Medicaid Enterprise Architecture (MEA), and has procured the Orbus iServer Enterprise Architecture software tool for that purpose. Vendor deliverables must be analyzed to ensure compliance with MEA standards and requirements as well as other vendor contracts. To support this effort, the AMA is seeking an experienced Enterprise Architect on a multi-year effort to advise on the approach to develop the MEA framework, review MEA objects and artifacts to provide feedback and approval, review vendor MEA deliverables and identify potential issues, and make recommendations that ensure the success of the MEA and its contribution to the success of our modernization program. Specific Enterprise Architect's responsibilities will include the following: * Chair the MES Enterprise Architecture Board, establishing working Board guidelines, ensuring proper expertise is represented at reviews, ensuring transparency of the EAB process, ensuring timely and accurate communication with stakeholders, communicating status to management and submitting decisions for publication as needed, and ensuring IT Projects align with the appropriate published architectural standards. * Provide in-depth analysis and critical thinking when reviewing vendor MEA artifacts and design documentation to identify problems and potential gaps, and make recommendations that will meet CMS standards and ensure contract compliance. Provide final approval for specific MEA deliverables. * Ensure accurate MEA representation of the integration of multiple systems from multiple vendors by validating their MEA contributions. * Work closely with AMA support organizations that are responsible for critical areas such as security, data governance, privacy, and project management to ensure the MEA complies with agency and federal standards. * Act as a trusted partner with vendors and AMA managers to ensure project direction, goals and key initiatives achieve optimal results. Develop key MEA insights and metrics, and prepare reports and presentations for senior managers. * Track industry trends and maintain knowledge of new technologies and make recommendations that benefit the MEA. * Participate in and contribute to planning, design, and testing events of the Alabama Medicaid Enterprise System (MES) in order to develop and maintain a thorough understanding of the vendor solutions to be implemented * Using enterprise architecture expertise and as supported by the MEA, make recommendations to management in support of key decisions--establishing priorities, evaluating trade-off decisions, ensuring best practices, and identifying risks. * Assist the effort to manage MES projects' requirements and testing in the Orbus iServer tool that ensure MES compliance with federal and state standards including ongoing changes. * Support the development of Service Level Agreements (SLA) to define AMA / vendor working relationships and establish minimum support levels and system performance standards that protect the best interest of the AMA. * Produce MEA artifacts that support the AMA Request for Proposals (RFP) and Request for Bids (RFB) to procure solutions and services that include system integration and the implementation of system modules. * Develop the MEA so that it can support comprehensive understanding of how multiple modules collectively integrate to contribute towards achieving business objectives, and use the MEA to advise the AMA accordingly. * Employee is expected to undertake any additional related duties as they are assigned by their manager.

Skills Required

* Excellent written and verbal communication skills to relate technical concepts to non-technical audiences * Extensive knowledge of all MS-Office products with strong MS-Excel and PowerPoint, SharePoint, VBA skills.

Skills Preferred

* Strong interpersonal skills to build client rapport and develop/discipline/reward employees. * Ability to handle ambiguity and change. * Ability to work with virtual / in-person teams, and work under pressure / to a deadline. * Ability to work independently with minimal direction from State or other team members.

Experience Required

* 8 - 10 years enterprise architecture experience including EA framework design for at least the components of Business, Technical and Information Architectures, EA modeling, EA tool deployment, and EA configuration and lifecycle management. * 3 - 5 years of experience with large multi-vendor projects or teams * 3 - 5 years of experience working with senior management and key stakeholders * Excellent written and verbal communication skills to relate technical concepts to non-technical audiences, and to interact professionally with a diverse group of executives, managers, and subject matter experts. * Extensive knowledge of all MS-Office products with strong MS-Excel, Word, PowerPoint, and SharePoint skills. Candidates that do not meet the required qualifications will not be considered.

Experience Preferred

* Experience on a Medicaid or Major Health Care Payer Project * Experience with Medicaid Information Technology Architecture (MITA) 3.0 including the maturity matrix and the Seven Conditions and Standards * Working knowledge of Medicaid Transformation Initiative * Experience with rules management systems and business process modeling. * Effective analytical, critical thinking, and diagnostic skills.

Education Required

* Bachelor's degree in computer science, information systems or similar field; or 9+ years of equivalent work experience
