SUMMARY

The Program Manager provides strategic and operational support to the Department of Transportation (DOT), Secretary for Transportation Policy (OST-P). This position provides overall Program Management support to OST-P to help advance diversity, equity, inclusion, and accessibility (DEIA) outcomes in the Department's implementation of the Bipartisan Infrastructure Law (BIL). The Program Manager should understand policy approaches for advancing DEIA through transportation investments and how such approaches may shape local and regional economies and affect communities and users. The Program Manager should also possess the knowledge to assist the department with the development of efficient methods to measure and advance equity through DOT's BIL programs.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Responsible for the integration of CNI Core Competencies into daily functions, including: commitment to integrity, knowledge / quality of work, supporting financial goals of the company, initiative / motivation, cooperation / relationships, problem analysis / discretion, accomplishing goals through organization, positive oral / written communication skills, leadership abilities, commitment to Affirmative Action, reliability / dependability, flexibility and ownership / accountability of actions taken.

Plan, organize, and administer a comprehensive diversity and inclusion program for the USDOT OST-P.

Facilitate and prioritize DEIA efforts in internal policies and processes, as well as community engagement.

Provides daily program management services in support of the DOT mission.

Works with Subcontract Partners to assess impact and solution options to help the customer.

Manages the program in accordance with standard practices derived from the Project Management Institute and produce and maintain a Project Management Plan (PMP) that describe the practices that will be employed to manage this project.

Develops and manages detailed integrated project plan with deliverable schedules and costs, a risk management plan, and reporting procedures.

Maintains a backlog of project activities and tasks using agile, online project management tools and provide weekly progress briefings to the COR to update on work completed in the last week and to be prioritized and completed in the next week.

Maintains regular communications with all clients and stakeholders to advise project status and mitigate any risks.

Provides monthly progress reports to OST-P which includes the actual costs vs. budgeted costs, the percent of work completed, description of completed work, anticipated work for the next month, and any issues.

Reviews all significant cost and schedule variances that may arise and discuss with the Contracting Officer Representative (COR) to jointly resolve.

Provides regular reporting via tools provided by DOT, OST.

Escalates concerns to project goals, timelines, etc. to the OST lead in a timely manner.

Addresses customer concerns promptly and professionally.

Maintains a solid customer relationship, and assures customer satisfaction with the successful execution of the project(s). Interfaces with internal project teams, management, customers and suppliers. Maintains timely communications, and develops collaborative rapports with solutions-oriented approaches.

Implements industry best practices, project management tools and methodologies.

When appropriate, ensures staffing levels / skills are appropriate for the project scope and deliverables. Actively participates in the hiring of new and replacement project staff. Provides performance assessments and feedback to employees.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

Promotes and encourages a culture of compliance with all applicable rules (federal, state, local, Federal Acquisition Regulations, Code of Federal Regulations, Prime Contract requirements, etc.) both for themselves, their employees, and the company as a whole. Fosters an environment in which they and their employees will reportanyviolations or reasonably suspected violation of CNI policy, FAR, and/or CFR and are comfortable discussing the myriad compliance, conflict, FAR, CFR, etc. issues that arise during the performance of a government contract.

EDUCATION / EXPERIENCE

Bachelor's degree and a minimum of ten (10) years' of experience in project management and DEIA work practices, or equivalent combination education/experience.

CERTIFICATES / LICENSES / REGISTRATION

Project Management Professional (PMP) preferred.

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Knowledge of The Bipartisan Infrastructure Law (BIL), the Justice 40 initiative and the goal to direct agencies to prioritize climate investments such that they deliver 40% of overall benefits to disadvantaged communities.

Familiarity with Title VI in order to embed civil rights considerations more deeply in USDOT programs and processes through policy review, analysis, and recommendations.

Familiarity with Executive Order 13985 for Diversity, Equity and Inclusion.

Operational knowledge and understanding of federal contracting processes

Proficiency in MS Project applied to a software development life cycle

Ability to plan and oversee projects with project management software tools and methodologies

Ability to provide complete Earned Value Management (EVM) reporting to the client / company

Skilled in facilitating teamwork and coordinating efforts for the successful achievement of goals

Excellent supervisory and management skills with ability to resolve conflicts, grievances, confrontations or disagreements in a constructive manner

Exceptional organization skills with ability to manage effectively multiple projects and priorities

Excellent verbal and written communication skills with solid presentation skills and ability to write federal contract proposals

Exceptional customer service and relationship-building skills

Ability to schedule, plan and lead meetings

LANGUAGE SKILLS

Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups and/or boards of directors.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.

REASONING ABILITY

Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
