The Director of Nursing coordinates and directs nursing care and other related activities for Bascom Palmer Surgery Center and Bascom Palmer Eye Institute outpatient clinics according to established mission, objectives, policies and procedures. Responsible for administrative activities related to nursing service. Performs, when necessary, the duties of Staff Nurse. Works closely with administrative and medical staff in coordinating nursing service functions to enhance patient outcomes. He/she is a role model for excellence in quality care, customer satisfaction and quality improvement.

JOB RELATIONSHIPS

  • Responsible to administrator directly. Indirectly to Medical Director.
  • Supervises professional and non-professional staff; operating room, endo and preop/P ACU nurses, technicians, and clinic nursing staff.
  • Maintains effective working relationships with administrator, medical director, anesthesia personnel, employees, physicians, patients and their families.
  • Maintains effective working relationships with the entire University of Miami health-care team.

CORE QUALIFICATIONS
  • Graduate of accredited school of nursing.
  • Current licensure in the State of Florida
  • Bachelor's degree in nursing.
  • Five years of management experience strongly preferred.
  • ASC experience required; ophthalmology experience strongly preferred.
  • AAAHC experience preferred.
  • Certified in CPR, HIV, Domestic Violence, Medication Error Prevention Certification preferable.

Department Specific Functions

STANDARD OF CARE
  • Directs and supervises all nursing care given to patients within the Ambulatory Surgery Center and clinic according to established policies and procedures and AORN standards.
  • Evaluate and hire new employees. Terminates employees in accordance with University of Miami policies.
  • Provides for a safe environment for patients and staff in accordance with recommended infection control practices, OSHA regulations and other relevant standards.
  • Participates in preparation of annual budget.
  • Coordinates the flow, availability and operational efficiency of equipment and supplies needed for the successful operation of the Ambulatory Surgery Center.
  • Demonstrates skill in interpersonal relationships with patients, visitors, physicians and co- workers.
  • Provides educational and technical opportunities for all staff members.
  • Maintains professional competence through participation in continuing education and other appropriate learning experiences.
  • Remains current in CPR, ACLS.
  • Acts as the on-site Risk Manager.

Criteria for Evaluation
  • Directs daily assignments of personnel ensuring adequate coverage and effective utilization of staff as the schedule requires.
  • Receives call-ins for employees who are ill and finds replacement staff as necessary.
  • Delegates specific duties according to experience and skill level.
  • Works with staff to coordinate schedules when physicians are late, early, cancelled, etc. and follows policy concerning "Late Physicians".
  • Ensures that nurses have completed daily assignments with staff.
  • Has daily work group meetings with nurses, and makes walking rounds to verify that patient needs are met.
  • Assists the nursing staff when indicated in identifying and solving nursing care problems.
  • Oversees all nursing activities during a Code to ensure that the needs of all patients are met.
  • Participates in primary care of patients as needed.
  • Enforces the implementation of nursing practice standards which ensure quality patient care.
  • Ensures a comfortable and therapeutic environment by monitoring the temperature and clean air circulation.
  • Evaluates the physical environment of the Center and initiates methods of maintaining cleanliness and orderliness.
  • Performs administrative duties as necessary for the effective management of the Ambulatory Surgery Center.
  • Prepares monthly, weekly and daily staffing schedules, including coordination of vacations and holidays.
    • Discusses these schedules with the nurses no less than weekly and more frequently as changes occur.
    • Works with nurses to determine short- and long-term staffing needs for the Center.
  • Checks daily time and attendance sheets of staff according to established policies.
  • Supports and implements established policies and procedures of the Center and interprets them to the staff.
  • Develops policies and procedures in conjunction with the medical director, administrator and other members of the Center.
  • Interviews and selects professional and non-professional staff as required.
  • Analyzes and evaluates the performance of the nursing staff and counsels on the basis of findings.
  • Actively participates and maintains minutes on designated committees. To include, but not limited to, Quality Assurance & Quality Improvement.
  • Identifies problems and makes recommendations for changes.
  • Keeps administrator informed regarding the management of the fiscal, human and material resources of the Center.
  • Promotes harmonious relations and favorable attitudes among the health care team.
  • Analyzes and evaluates continuously all nursing services rendered to improve quality of patient care given as dictated by the quality improvement, risk management and Best Demonstrated Practices Programs. Ensures that all required monthly reports are properly completed in a timely manner.
  • Monitors availability of supplies and equipment necessary to meet patient needs. Receives patient registration sheets from scheduler to determine special equipment, instrument and supply needs for the procedures scheduled, and communicates with physician and/or his office about the availability of these needs.
  • Supervises care and cleanliness of equipment and supplies to ensure good working conditions. Responsible for sending out equipment / instruments for repair and keeps nurses of the area informed of status of such repair.
  • Promotes cost-effectiveness by discouraging waste through evaluation of current practices.
  • Initiates requisitions for supplies stocked by the Center and for items to be purchased.
  • Reviews inventory of stock items to ensure that level is consistent with usage.
  • Directs the taking of periodic inventories examines records for accuracy and adherence to inventory control procedures.
  • Arranges with vendors for replacement or repair of defective items purchased.
  • Returns defective or unsatisfactory items to manufacturer.
  • Displays an attitude of respect and courtesy toward all patients, visitors, physicians and coworkers.
  • Communicates effectively in a professional manner with co-workers, physicians, visitors and patients.
  • Plans and organizes orientation and staff development programs relevant to the learning needs of the employee.
  • Encourages staff participation at in-service programs and staff meetings.
  • Attends and participates in professional meetings, workshops and in-service programs.
  • Seeks new learning experiences by accepting challenging opportunities and responsibilities.
  • Demonstrates ability to evaluate suggestions and criticism objectively and undertakes to change behavior or seek further guidance as needed.
  • Demonstrates professional manner in work setting.
  • Complies with attendance policies.
  • Maintains membership in professional organizations.
  • Performs other related duties as directed.
  • Continuously monitors "down-time" in surgery and strives to decrease non-productive time and costs.
