Job Summary:

Project Executives are responsible for the overall leadership of a portfolio of projects that may include construction of additions, alterations, renovations, and major ground-up construction at The Johns Hopkins Hospital, The Johns Hopkins School of Medicine, the Johns Hopkins Bayview Medical Center, and/or various satellite ambulatory locations that require project management support. The ideal candidate should possess proficiency delivering all aspects of construction projects including project initiation, design, budget, construction, safety/compliance, and closeout. Project Executives work closely with the Senior Director in setting the culture, processes, procedures, and best practices within the department with the goal of continuous improvement. Project Executives will play a key role in the delivery of more than $1 billion of capital construction in the coming years including three major projects: 517,000 square foot Johns Hopkins School of Medicine North Tower Addition, $119 million Belward Farms Medical Office Building, and the 407,000 square foot Johns Hopkins Bayview New Inpatient Building.

Beyond the required technical skills for this position, Project Executives must also possess effective communication, interpersonal, problem-solving skills with the ability to build positive working relationships with a variety of internal and external stakeholders. Project Executives operate with a high degree of autonomy and accountability to ensure the estimating, construction, and occupancy phases of major capital and/or multiple, concurrent large and complex projects meet JHHS project goals and objectives.

Essential Duties, Functions, and Responsibilities

  • Leads and manages the renovation, tenant fit-out, and major capital construction projects ranging in cost up to, and at times exceeding $50M. Project responsibilities often include tight timelines, focused programs, difficult logistics, and fixed budgets.
  • Builds conceptual estimates and coordinates planning work with other leaders to align with master level plans and programs
  • Manage multiple team members comprised of Project Managers and Senior Projects Managers to ensure that the portfolio of projects under your guidance are being delivered to expected standards.
  • Works cohesively with partner departments such as architecture/planning, finance, engineering/operations, clinical engineering, and others on a regular basis to ensure effective communication and collaboration at all phases of a project.
  • Provides exemplary customer service by providing timely and accurate updates to internal team members and the client representatives regarding project status, budget, and schedule. Ensures that assigned team members are meeting customer service expectations and provide direct support as needed.

Project Executive I Classifications:

Team, Project, and Departmental Leadership
  • Provides mentorship, training, and direct support to assigned Project Managers and Senior Project Managers while playing a key role in broader departmental initiatives.
  • Leads regular team meetings to understand the health of active projects and sets corrective action where necessary.
  • Manages utilization of available manpower through reassignments, additions and/or deletions brought about by changing responsibilities and workload trends.
  • Leads the evaluation, implementation, and training associated with alternative project delivery methods such as Design/Build, Integrated Project Delivery, and other relevant project delivery methods.
  • Manages and utilizes database systems used in managing projects and for compiling and tabulating reports, justifying workloads, personnel, time, and attendance.
  • Coordinates with direct reports and the Senior Director on all personnel matters.
  • Makes recommendations for improving project delivery and the operations of the project management staff.
  • Reviews requests for changes, modifications, and additions to projects. Assesses requests against project budget/expenditures and takes appropriate action on time critical requests while making recommendation to Senior Director on material changes affecting overall budgets/schedules.
  • Applies JHHS Policies and Procedures fairly and effectively.
  • Manages discipline appropriately.
  • Performs confidential annual, and mid-year, employee evaluations on time.
  • Recommends and provides resources to fulfill staff's request for required additional skill specific training identified through competency reviews.
  • Actively seeks methods to improve staff performance and responsiveness.

Project Initiation
  • Reviews program requirements and scope with Client Representative & Users.
  • Coordinates development of conceptual through final project budgets.
  • Incorporates Economic Inclusion goals into each project.
  • Develops project milestone schedule.
  • Manages project documentation and records including budget approval, design documents, invoicing, RFIs, submittals, etc.
  • Proposes project or program changes based on observation and assessment of existing conditions and situations in facility.
  • Establishes project deliverable requirements.
  • Responsible for identifying, planning, and executing project phasing on major capital projects to minimize disruption to operations.

Project Design
  • Coordinates internal and external project reviews.
  • Ensures adherence to internal policies, procedures, and project management standards.
  • Promotes sustainable practices in the project delivery process.
  • Reviews project design for adherence to JHHS design standards and client requirements.
  • Manages project design to ensure budget and schedule compliance.
  • Monitor project deliverables for compliance with project requirements.
  • Reviews Economic Inclusion work plans and monitors/verifies participation.
  • Monitors design schedule to meet project milestones.
  • Review project status and provide risk assessment regarding budget and schedule.


Project Budget
  • Establishes, maintains, and monitors project budget.
  • Provides cash flow projections as required.
  • Reviews and approves all project invoices.
  • Reviews and approves all change events and change orders individually or with senior staff.
  • Manages budget forecasts and contingency.


Project Construction
  • Coordinates project logistics, distribute notification to JHHS and non-JHHS stakeholders.
  • Coordinates project implementation and project impacts with all affected departments by providing effective, clear, concise, and timely communication between all involved parties on a regular basis.
  • Coordinates project outage requirements.
  • Ensures adherence to policies, procedures, and department project management standards.
  • Promotes sustainable practices in the project delivery process.
  • Monitors project construction for adherence to JHU design standards and client requirements.
  • Manages project construction to ensure budget and schedule compliance.
  • Monitors construction schedule to meet project milestones.
  • Monitors project deliverables for compliance with project requirements.
  • Reviews Economic Inclusion work plans and monitors/verifies participation.
  • Reviews RFIs and submittals for compliance with project requirements and design standards.
  • Reviews project status and provides risk assessment regarding budget and schedule.
  • Coordinates and participates in post-occupancy evaluations.

Required Minimum Education & Experience

Bachelor's degree in Architecture, Engineering, Construction Management, or related field is preferred. Candidates who possess equivalent advanced technical knowledge via an associate degree, training in trades programs, vocational or technical school, partially completed coursework at a college/university, or apprenticeship sponsor organization will be considered.

Candidates holding a bachelor's degree or greater are required to have at least 13 years of project management experience in a comparable position leading or supporting the delivery of construction above $30M. Individuals who do not possess a college degree are required to have at least 16 years of comparable professional experience.
