Responsibilities

The Manager PMO Planning & Coordination will be responsible for the management of the PMO Procurement Support Team who are responsible for consolidation of project contract requirements, tracking and reporting on specifications to be submitted to procurement for materials, services and equipment. This leader is responsible for managing the tender portfolio and will ensure the PMO support teams provides superior customer support of project managers, ensure compliance with all company policies regarding the Procurement process, and create processes and procedures related to the management and tracking of the tender portfolio.

Job Requirements:

• Develop and maintain process and procedures related to steps required for the bid and award of tender. Ensure tenders are in compliance with the Avangrid Purchasing Procedures.
• Improve efficiency by developing five-year planning tools for external sourcing requirements. Manage PMO Procurement Coordination team (Procurement Support) whose main responsibilities involve tender portfolio management, tracking of tenders through the Procurement process and hosting status update meetings (Tender Review and RFP Release to Procurement).
• Manage PMO Expediting team (Procurement Support) whose main responsibilities involve the management of material to meet Projects construction requirements.
• Organize and build database or utilize existing systems and prepare quantitative analysis. Provide reports using data from this database.
• Oversight of Framework Agreement management as related to business area needs.
• Organization and oversight of regular Procurement Weeks to ensure full portfolio is appropriately planned and executed.
• Responsible for assuring that information regarding status of contract actions is documented and work with the project team to close outstanding issues related with contract bid, technical evaluation or award.
• Review and summarize contracts, identifying targeted contract language and provisions.
• Work with project teams to evaluate overall contractor performance within the Project's organization developing and reporting based on KPI, and track Supplier Correction Action Request submitted to Procurement.
• Responsible for management of expediting and delivery verification support the project teams to meet project milestones and commitments of upcoming actions and assist in the communication of contract specifics as needed.
• Provide support on bids, RFP's, RFQ's, and other solicitations as needed. May require summarizing of opportunity, identifying key business requirements and ensuring unit pricing standards are met.
• Provide support on access to business systems including IBuy, SAP, Primavera, Projectwise, etc.
• Work with Avangrid Procurement and Leadership Team to resolve tender escalations to meet Projects CAPEX, TECO and ISD goals.
• Responsible for the oversight of procurement activities and compliance with internal Procurement policies and procedures.

Skills and Requirements

• Experience in complex data analytics related to supply chain
• Expert knowledge in procurement policies and procedures
• Proven track record of working with Suppliers to expedite the delivery of materials and/or equipment
• Expertise in interpreting complex commercial/legal contract terms and conditions

• SAP Experience

Experience/Training:

• 10 Years experience in Contract Management and/or Logistics and/or Supply Chain related to energy infrastructure projects or related industry

Required Education:

Bachelor's Degree Business or related field
MBA Preferred
