Blue Cross of Idaho is looking for a Chief Actuary/Vice President of Actuarial Services and Underwriting. Reporting to the Chief Financial Officer, the role is responsible for directing the actuarial and underwriting functions of the company. Our Chief Actuary will ensure favorable corporate financial results by performing actuarial and underwriting analysis, determining rates for all lines of business and recommend actuarial and underwriting policy. This role will provide input on company policies, particularly in the area of risk assumption, and provide actuarial assistance on legislative/regulatory matters affecting the company.

This role is located in Idaho and will work onsite. #LI-onsite. If needed, relocation will be provided.

To be considered for this opportunity you have:

Experience: Ten (10) years experience in the healthcare actuarial field to include 5 years of management experience

Education: Bachelor's Degree in Finance, Mathematics or other related field; or equivalent work experience (Two years' relevant work experience is equivalent to one-year college)

License/Certification:

  • Fellow, Society of Actuaries (FSA)
  • Member, American Academy of Actuaries

  • Have the ability to communicate complex actuarial topics to company management, Board of Directors, regulators, employers, and providers.

In this role, we will ask you to:
  • Provide management support to the Actuarial and Underwriting departments. Develop plans for meeting company objectives. Assure well-trained staff and other resources are available to accomplish plans.
  • Direct the development and maintenance of rates and underwriting guidelines for each market segment and line of business. Support development of new products and benefits using actuarially sound principles.
  • Review and evaluate loss experience for market segments and lines of business and make rating, product and market focus recommendations as needed. Prepare periodic forecasts and the annual budget for premium revenues and claims costs.
  • Develop monthly actuarial asset and liability estimates considering historical trends and current events. Prepare any analyses needed to explain unusual variations. Direct the implementation, monitoring, updating and adjustment of administrative charge formulas; present Executive Staff with an annual update on actual expenses versus formula expenses by line of business.
  • Maintain relationships with the Idaho Department of Insurance and the Idaho Department of Health and Welfare; file rates for individual, small employer and Medicare Supplement lines of business; respond to Department inquiries. Ensure the company complies with Idaho and federal rating and underwriting laws and regulations.
  • Ensure timely and accurate settlements with providers in Value Based Care arrangements. Assist provider relations staff with monitoring, counseling, and negotiating with provider partners, with particular attention to creating and maintaining financially sound settlement arrangements.
  • Establish division objectives that support company goals and produce regular status reports.
  • Prepare an operating budget that reflects the forecasted needs of the department and control expenditures to assure adherence to approved budgets.
  • Ensure effective workflows, improve system efficiencies, lead quality performance measures and confirm appropriate completion of work assignments.
  • Initiate personnel actions such as hiring, disciplinary, termination and salary recommendations.
  • Participate in training, mentoring and motivation of employees including career path development. Assess individual employee performance and conduct timely performance appraisals.
  • Promote teamwork, discussion, and cooperation among staff and with other departments. Ensure timely communication and sharing of information with team members.
  • Work with staff to resolve work-related issues and concerns. Promote a respectful and diverse workplace.
  • Develop and maintain departmental policies and procedures.
  • Perform other duties as requested
