JOBSUMMARY:

Under the generaldirection of the Engineering Supervisor - Capital Budgeting, the Capital ProgramAdministrator executes the accounting related work of the company's CapitalImprovement Program (CIP) and supports budgeting, forecasting, and reportingfunctions related to the CIP.  

PRINCIPLEDUTIES & RESPONSIBILITIES:
Develop and maintain multi-year capital expenditures forecast for the company.
Facilitate the development of capital budgets for various business units, including warehouse, operations, engineering, and technology.
Ensure capital expenditures align with the company's strategic objectives and meet financial return criteria.
Provide guidance and support to business units in the preparation of capital expenditure requests and approvals.
Develop and implement disciplined financial criteria for evaluating and approving capital expenditures.
Monitor the financial performance of completed projects, including tracking actual expenditures versus budget, and conducting post-completion reviews.
Collaborate with cross-functional teams, including operations, engineering, procurement, and finance, to ensure capital expenditures align with the company's overall financial objectives.
Help the engineering team develop and implement strategies for asset replacement, including forecasting asset life cycle costs and determining optimal replacement schedules based on utilization, age, and cost of ownership.
Develop and maintain an asset tracking system to ensure accurate and up-to-date records of all capital assets, including cost, location, and maintenance history.
Reviews, analyzes, and reconciles various financial reports.
Serves as the lead representative for the Engineering Department in all matters related to the financial system software. 
Supports project managers in using the software and resolving any issues that arise. 
Stays up-to-date on the latest trends and developments with the financial system software. 
Ensures compliance with company policies and procedures and applicable financial reporting and accounting regulations. 
Other duties as assigned.


EDUCATION& EXPERIENCE:
A Bachelor's degree from an accredited college or university with major course work in accounting or other related field.   
Two to five years of professional level accounting experience, preferably in a water utility or other related field. 
Diversified experience with financial accounting systems, particularly JD Edwards Enterprise One, PowerPlan, Hubble, Microsoft Excel and database software is desirable.  

REQUIREDKNOWLEDGE, SKILLS & ABILITIES:
Have a solid understanding of warehousing practices, distribution terminology, and inventory control best practices.
Have excellent written and verbal skills.
Have experience with Microsoft Office products including Microsoft Access Database or similar.
Possess excellent data analysis skills.


ENVIRONMENTALCONDITIONS/PHYSICAL REQUIREMENTS:
Worksapproximately 100% of time in a controlled-temperature office requiring theability to:
Sit for extended periods of time in front of a computer screen.
Use finger dexterity and hand strength to perform simple grasping and fine manipulation.
Use a telephone and operate a computer and other office equipment daily.
Speak and hear in person and on the phone.
See sufficiently to perform assignments.
Intermittently twist to reach equipment or supplies.
Frequently lift or carry boxes of files, equipment or records weighing up to 20 pounds and occasionally up to 40 pounds

OTHER REQUIREMENTS:
Must possess a valid Texas class C driver's license and have a satisfactory driving record to operate a company vehicle.
