The Hampton Roads Connector Partners JV (HRCP) consisting of VINCI Construction, Dragados, and Flatiron has been selected to construct the $3.3BN Design Build project -the largest civil construction contract ever awarded by the Virginia Department of Transportation (VDOT).

The project scope across a 9-mile section of the I-64 will include: a new 3.5-mile bridge-tunnel crossing that will accommodate a total of 8 lanes of capacity across the water, replacement of the existing marine approach bridges and the addition of a third lane on I-64 in each direction. The twin 45 diameter 1.5-mile tunnels will be bored by TBM, creating the second largest TBM tunnel opening for a TBM in North America.

Responsibilities:

  • Enforces safety and environmental policies.
  • Must stop any activities when the life of personnel is endangered.
  • Manage the production of the Pug Mill (200t/h capacity) and Concrete Batch Plant (117m³/h) located at the HRBT South Island job site for the following works:
    • Tunnel Interior Structures (main user)
    • Tunnel Approach Structures (or TAS; secondary user)
    • Other job sites from Areas 2 and 4 following the remaining stocks available.
  • Manages subcontractors and/or suppliers through orders and pay sheet.
  • Manage the daily logistic, including orders of materials, equipment and other needs to fulfil production.
  • Implements the daily, weekly and monthly concrete and soil-cement dispatch schedule.
  • Tracks quantities (material/labor) for payment and cost purposes.
  • Recruit and manage the personnel working for the concrete and soil-cement production, to comply with the requirements of the forecast and to deliver on time and quality.
  • Code daily labor, purchase orders, subcontractor invoices, costs, quantities, actual expenditures, etc. for tracking in cost system.
  • Perform the preventive maintenance of the installation to ensure that the production is met.
  • Implement the necessary housekeeping of the site installations on a regular manner.
  • When needed, liaise with the logistic/plant department when major repairs are needed or when oversized deliveries are planed.
  • When lifting operations are required, coordinates with a Site Engineer to l implementation of the necessary lifting plans and Works Plans as needed.
  • Coordinate with the different construction superintendents and foremen from de respective areas for the dispatch of the concrete or soil-cement to the different areas.
  • Develops and manage relationships with subcontractors, consultants and field personnel.
  • Additional duties may be assigned as needed.
Qualifications:

Required:
  • Minimum of 5-10 years experience as Batching Plant Superintendent in the construction industry, preferably on large infrastructure projects.
Strongly Encouraged:
  • VDOT certification for the operation of Batch Plant and Soil Cement plants.
