ECS is seeking an Acquisition / Operations Analyst to work in our Arlington, VA office.

Job Description:
The candidate will be supporting the Integrated Pay & Personnel System - Army (IPPS-A) Program Management Office in Crystal City, VA. The program offices deliver fully integrated personnel and pay services for all Army Components (Active, National Guard, and Reserve) which streamlines Army HR, enhances the efficiency and accuracy of Army personnel, and pay procedures, and supports soldiers and their families.

The Acquisition/Operations Analyst will perform the following duties:

• Performs planning on acquisition approaches, especially for complex procurements. Participates in the planning of complex procurements and develop associated acquisition and program documentation. Reduces technical requirements into logical frameworks and unambiguous specifications.
• Support the full life-cycle of contract actions for a multi-million dollar software development and sustainment contract.
• Communicate information to stakeholders regarding courses of action and status.
• Prepares briefings and white papers to support acquisition activities.
• Must be thoroughly knowledgeable of the PMO missions, organizational structure, and capabilities • Must effectively manage internal and external information
• Must know how to effectively track requests for information, assistance, and resources and facilitate effective coordination between staffs
• Must maintain a professional and confident approach
• Must be proactive and self-motivated

Required Skills:

• Bachelor's degree and 10 or more years of progressive experience developing and supporting large, complex IT procurements.
• Secret Clearance
• Demonstrated ability to present complex cost, schedule, and performance program information in an easily understood manner

Desired Skills:

• Master's degree, preferably MBA or Engineering
• DAWIA certification (Level 3) or PMP equivalent
